Job Title: Business Analyst
Role Summary: Function as a bridge between business stakeholders, subject matter experts, and technical teams to capture, document, and prioritize requirements for statewide IT applications. Produce user stories, acceptance criteria, design documents, and maintain documentation throughout the SDLC. Operate within Agile frameworks, support project governance, and may act as a Project Manager or QA Lead for smaller initiatives.
Expectations: • 8+ years of experience delivering business analysis on large, complex IT systems.
• Proven track record in eliciting requirements, writing user stories, defining acceptance criteria, and facilitating communication across business, development, and testing teams.
• Strong familiarity with SDLC processes, stakeholder management, and project governance requirements.
• Demonstrated ability to manage multiple concurrent projects against shifting priorities and tight deadlines.
• Experience in Agile environments (minimum 6 years) and using ALM tools such as Azure DevOps, TFS, Jira, or RTC.
• Proficiency in Microsoft Office (Excel, Word, PowerPoint, Project, Visio) and relational database tools (SQL Server Management Studio) for data analysis.
Key Responsibilities:
- Gather, analyze, and document requirements with business leaders and SMEs.
- Create and present user stories, acceptance criteria, and design documents in DoIT standards.
- Maintain traces, logs, and status updates for project information, risks, and issues.
- Manage changes to business processes, workflows, and system interfaces.
- Conduct research, data queries, and problem analysis to recommend solution enhancements.
- Participate in Agile ceremonies, ensuring rapid delivery of value.
- Support database and form analysis as required.
- Act as Project Manager or QA Analyst on smaller initiatives, overseeing delivery and quality.
Required Skills:
- 8+ years in large, complex IT environments
- 8+ years in requirements gathering, user story creation, design documentation, SDLC, and stakeholder facilitation
- 8+ years in project governance, task management, and multi‑project coordination
- 6+ years Agile experience
- 5+ years using ALM tools (TFS, Azure DevOps, Jira, RTC)
- 5+ years working with Microsoft SQL Server or equivalent relational databases
- Excellent communication and facilitation skills
- Proficient in Microsoft Office Suite, especially Excel, Word, PowerPoint, Project, and Visio
Required Education & Certifications:
- Bachelor’s degree in Business Administration, Computer Science, Information Systems, or related field (preferred).
