**Job Title:** Project Manager (Non‑IT)
**Role Summary:**
Lead and deliver large, complex, high‑impact initiatives that drive process improvement, policy change, service delivery, or organizational transformation across business functions outside of traditional IT. Ensure projects meet scope, schedule, budget, quality, and stakeholder expectations while aligning with business objectives and standards.
**Expectations:**
- Minimum 5 years of non‑IT project management experience; 3 years of scope definition and stakeholder collaboration.
- Proven track record in developing project charters, business cases, risk logs, status reports, and documentation for hand‑over to PMO.
- Ability to manage multiple concurrent projects, prioritize tasks, and adapt to evolving requirements.
- Strong business analysis, change‑management, communication, and facilitation skills.
- Demonstrated capacity to identify risks, issues, opportunities, and deliver actionable recommendations.
- Experience with Microsoft Project (preferred) and project‑server environments (preferred).
- Experience in public sector or with government projects is a plus.
**Key Responsibilities:**
- Apply and evolve project‑management frameworks and best practices.
- Partner with stakeholders to create project charters, proposals, and detailed plans.
- Establish clear project governance, roles and responsibilities, and coordinate project teams.
- Control scope, schedule, budget, quality, risks, dependencies, and resources.
- Monitor progress, identify milestones, critical dependencies, and policy impacts.
- Produce research, surveys, reports, risk assessments, and other deliverables.
- Lead project and steering‑committee meetings; communicate status, issues, and decisions.
- Manage change control for scope, schedule, and budget; secure approvals and update stakeholders.
- Proactively address risks, issues, and opportunities with mitigation strategies.
- Provide business analysis, change‑management, and communication support as required.
- Deliver comprehensive hand‑over of outputs and documentation to the PMO.
- Collaborate with sponsors to assess outcome achievement and capture lessons learned.
