**Job Title**
Director of Information Systems
**Role Summary**
Lead the Information Systems division for a multi‑institution university foundation, overseeing strategy, operations, security, and cross‑institutional projects. Manage a 19‑person team, a €10 M budget, and partnerships with 13 constituent schools, ensuring reliable digital services for faculty, staff, students and research staff.
**Expectations**
- Deliver on the university’s digital strategy and policy directives.
- Ensure 24/7 availability, usability, and security of critical IT services.
- Drive continuous improvement and cost optimization of systems.
- Foster collaboration with internal stakeholders and external partners.
- Maintain compliance with public sector IT governance and reporting requirements.
**Key Responsibilities**
1. **Strategic Leadership**
- Develop and execute the IT strategy in alignment with institutional priorities.
- Lead the creation of the master plan, convergence roadmap, and migration initiatives.
2. **Operational Management**
- Oversee day‑to‑day functioning of all systems (ERP, HRIS, financial, identity, email, learning, data warehouse).
- Maintain system stability, performance, and availability for all users.
3. **Security & Governance**
- Coordinate with the Chief Information Security Officer to safeguard data and infrastructure.
- Ensure compliance with national and EU privacy, cyber‑security, and public sector regulations.
4. **People & Budget Management**
- Recruit, coach, and evaluate a 19‑person IT team.
- Prepare and manage the €10 M annual budget, including capital and operating expenses.
5. **Project & Program Management**
- Lead and monitor major initiatives: shared services, ERP adoption, data consolidation, cloud migration, and digital transformation.
- Coordinate multi‑institutional projects such as OnePSL30, SIRH integration, and finance system convergence.
6. **Stakeholder Engagement**
- Act as the primary liaison with constituent schools, the VP for Digital Infrastructure, and executive committees.
- Represent the university in external collaborations, tender processes, and funding applications.
7. **Governance & Reporting**
- Maintain coherent data and application architecture across the foundation.
- Produce regular performance and risk reports for senior leadership and audit bodies.
**Required Skills**
- Executive IT leadership in higher education or comparable large public institution.
- Proven experience in IT strategy, digital transformation, and system integration.
- Strong project management, budgeting, and stakeholder‑management capabilities.
- Deep knowledge of ERP, HRIS, finance, identity, cloud, and data‑management platforms.
- Expertise in cyber‑security controls, risk assessment, and compliance frameworks.
- Effective communication, influencing, and negotiation skills.
**Required Education & Certifications**
- Master’s (or higher) degree in Computer Science, Information Systems, Business Administration, or related field.
- Minimum 10 + years of progressive IT leadership experience, with at least 5 years in a senior role within a higher‑education or large public organization.
- Relevant certifications (e.g., PMP, ITIL, CISSP, CISM) strongly preferred.
- Fluency in French and English; proficiency in additional EU languages is advantageous.
