About the Company

From 1 April 2019, BCP Council is responsible for all local government services in Bournemouth, Christchurch and Poole. We provide services to around 400,000 residents from Hamworthy and Broadstone in the west to Highcliffe in the east - the twelfth largest resident population of any council in England. This scale means a higher percentage of our budget can be spent on frontline services, and less on management overheads and back-office support. As a new, large council, only created in April 2019, we have an opportunity to think as one area for business, growth, and the prosperity of all who live here. Our scale means we can more easily plan for, bid for and win extra funding for things that are important to the people who live and work in BCP, such as housing, roads and schools. We're going through a period of great change - reviewing how we deliver services and how we make sure this fantastic area of Bournemouth, Christchurch and Poole continues to thrive.

Job Title: Waste Management Officer (6‑Month Contract) Role Summary: Support the launch of a new household food‑waste collection service, coordinating with contractors, stakeholders, and residents to ensure efficient, compliant, and sustainable waste management operations. Expectations: - Deliver the food‑waste roll‑out within the contract period (Jan‑June 2026). - Meet performance targets and council priorities while maintaining high service quality. - Operate flexibly, including travel across the BCP area and occasional evenings/weekends. - Maintain a proactive, data‑driven approach to continuous improvement. Key Responsibilities: 1. Plan and implement household food‑waste collection from April 2026. 2. Assist the contractor with container distribution to households (Jan‑Mar 2026). 3. Engage residents, landlords, and businesses to identify and resolve service issues. 4. Manage resident communications via email and social media. 5. Develop and run waste‑reduction and awareness campaigns to divert food waste from general bins. 6. Monitor quality and performance metrics of waste services. 7. Analyse contract data, ensuring statutory compliance and alignment with council objectives. 8. Coordinate with community groups, contractors, and municipal partners to deliver environmental improvements. Required Skills: - In‑depth knowledge of waste management systems, waste technology, and environmental policy. - Strong written and verbal communication, stakeholder engagement, and customer service skills. - Data analysis and reporting proficiency. - Project management ability with a track record of meeting deadlines under pressure. - Flexibility to travel, work varied hours, and adapt to changing priorities. Required Education & Certifications: - Bachelor’s degree in Environmental Science, Waste Management, or a related discipline (or equivalent professional experience). - Preferred: Professional certifications in waste management or environmental planning. - DBS/Disclosure & Barring Service clearance (required).

Job Description
Job Title Tenancy Engagement & Enforcement Officer Role Summary Deliver secure, sustainable housing for council tenants by enforcing tenancy conditions, addressing serious breaches, and investigating housing fraud. Build relationships with tenants, agencies, and council services to ensure compliance and resolve complex cases with legal action when required. Expectations Maintain professional, evidence‑based judgments; navigate complex, time‑sensitive cases; provide exceptional customer care; continuously improve processes; and adhere to legal, regulatory, and policy standards. Key Responsibilities - Respond to and manage escalated tenancy breaches, including hoarding and non‑compliance, following enforcement procedures. - Investigate housing fraud and unlawful occupation; prepare evidence, witness statements, and attend court to present findings. - Support property compliance, securing access for safety checks and maintenance. - Advise tenants on responsibilities, legislation, and remedial actions; promote early issue resolution and compliance. - Issue warnings, serve legal notices, and initiate legal proceedings as appropriate. - Signpost tenants to support services and refer cases to relevant agencies. - Identify and recommend improvements to workflow, resource allocation, and case management. - Manage a complex caseload independently, prioritising tasks under changing demands and deadlines. - Collaborate across council departments, external agencies, and voluntary partners to resolve cases.
