Job Description
Job Title Administrative and Financial Services Manager (M/F) Role Summary Coordinate the administrative and financial operations of the Early Childhood Service under the direction of the service manager. Support the manager in supervising equipment managers, develop and ensure adherence to procedures, and align service missions with internal and cross‑functional projects. Participate actively in daily service management and contribute to the coherence and effectiveness of service delivery. Expactations - Deliver accurate and timely administrative and financial oversight. - Maintain compliance with municipal procedures, budgeting rules, and statutory regulations. - Facilitate cross‑functional collaboration and project coordination. - Exhibit discretion, adaptability, and professional independence. - Demonstrate strong analytical, synthesis, and written communication skills. Key Responsibilities - Plan, execute, and monitor administrative and financial tasks of the Early Childhood Service. - Assist the service manager in recruiting, training, and supervising equipment managers. - Draft, update, and enforce internal procedures and policies. - Ensure adherence to municipal financial regulations, budgetary controls, and accounting standards. - Provide analysis, reporting, and recommendations on service performance and financial status. - Coordinate with HR on statutory and human‑resources matters. - Support and participate in projects that enhance service delivery and cross‑departmental collaboration. - Manage day‑to‑day operational activities, ensuring efficiency and compliance. Required Skills - Strong analytical, synthesis, and drafting abilities. - Project‑oriented mindset with experience in cross‑functional teams. - Pedagogical competence for training and development. - Professional discretion and high level of confidentiality. - Excellent adaptability and problem‑solving. - In‑depth knowledge of municipal administrative and financial procedures. - Mastery of municipal budgeting and accounting rules. - Understanding of statutory and HR management regulations. - Knowledge of early‑childhood policy (preferred). - Solid administrative experience. - Proficiency in Microsoft Office (Excel, Word, Outlook). - Familiarity with specialized municipal software (Opus, E‑Sedit, Elise, Air Delphi, etc.) is desirable. Required Education & Certifications - Bachelor’s degree in public administration, finance, accounting, or a related field. - Professional certifications in public sector finance, accounting, or administration are preferred.
