Freelance Business Analyst (H/F/X)
**Role Summary**
Provide end‑to‑end business analysis for a large digital transformation program targeting local public administrations. Focus on data‑migration requirements, business rule definition, process mapping, and quality assurance across multiple stakeholders.
**Expectations**
* Minimum 3 years’ experience in business analysis, preferably in transformation or data‑migration projects.
* Strong analytical mindset with ability to translate complex stakeholder requirements into clear, structured specifications.
* Knowledge of business‑process standards (BPMN) and experience with Scrum, Jira, Confluence.
* Familiarity with data‑cleaning, harmonisation, and transformation logic.
* Good written and verbal communication skills; comfortable coordinating between business, functional, technical teams, and program leaders.
* Willingness to deepen understanding of regulatory and legislative contexts relevant to public administrations.
**Key Responsibilities**
1. Attend scope‑definition workshops to identify data domains, business objects, and utilisation rules.
2. Capture and document functional requirements, converting stakeholder input into structured, traceable specifications.
3. Draft data‑migration specifications (source, target, mapping, cleaning, transformation rules).
4. Support technical implementation: provide clarification, review pre‑delivery artefacts, and resolve functionality incidents.
5. Define test scenarios, validate migrated data quality, completeness, and integrity against acceptance criteria.
6. Prepare and present concise status reports, decisions, open issues, and risk alerts to technical and project committees.
7. Produce deliverables: functional requirements document, data scope description, transformation rules, functional mapping, and test/validation scenarios.
**Required Skills**
* Business‑process analysis & mapping (BPMN, PlantUML).
* Data‑migration planning: rules definition, cleaning, harmonisation, logical/transcoding documentation.
* Functional documentation: clear, concise artefacts for multi‑disciplinary audiences.
* Experience with Scrum methodology and collaboration tools (Jira, Confluence).
* Strong written and oral communication; facilitation of multi‑actor workshops.
* Attention to detail and rigorous documentation discipline.
* Bonus: experience in development; knowledge of regulatory frameworks in public administration.
**Required Education & Certifications**
* Bachelor’s degree in Business, Information Systems, Computer Science, or related field.
* Professional certifications in business analysis (e.g., CBAP, CCBA) and/or Scrum (CSM, PSM) are advantageous but not mandatory.
