Job Description
**Job Title** Mental Health Program Manager I – Emergency Appointments Homelessness **Role Summary** Provide full administrative supervision of multi‑disciplinary mental health teams delivering services to homeless populations under an emergency order. Lead budgeting, policy development, revenue generation, compliance, training, audit implementation, and inter‑agency collaboration. Initial hire up to 90 days with performance‑based assessment for permanent placement. **Expectations** - Directly supervise staff, assign work, and evaluate performance. - Ensure program compliance with Federal and State Medicare/Medicaid regulations. - Achieve budgetary and revenue targets while maintaining service quality. - Respond promptly to patient complaints and audit findings. - Build and sustain relationships with County, state, federal, and private partners. **Key Responsibilities** - Plan, assign, oversee, and assess work of subordinate staff; provide technical guidance. - Develop, negotiate, and manage program budgets and contracts; adjust allocations as needed. - Formulate policies/procedures for reimbursement and cost recovery; monitor adherence. - Design and track revenue‑generation objectives; prepare timely utilization and financial reports. - Coordinate mandatory staff training and ensure delivery meets service standards. - Monitor service delivery, modify program monitoring methods, and oversee audits. - Represent programs in inter‑agency meetings and public/private stakeholder forums. - Investigate patient complaints in partnership with the Patients’ Rights Division. - Collaborate with Human Resources on investigations, performance issues, staffing requisitions, and reorganizations. - Initiate requisitions for supplies and personnel; support contract negotiation, implementation, and evaluation. **Required Skills** - Supervisory leadership of multi‑disciplinary mental health teams. - Budget development, financial analysis, and contract management. - Knowledge of Medicare/Medicaid reimbursement and compliance standards. - Revenue cycle management and reporting proficiency. - Training program design and delivery. - Audit oversight and implementation of corrective actions. - Strong written and verbal communication; stakeholder engagement. - Problem‑solving, decision‑making, and policy development. **Required Education & Certifications** - **Option I:** Valid CA Clinical Social Worker (LCSW) or Marriage & Family Therapist (LMFT) license + 2 years supervising a multi‑disciplinary mental health team. - **Option II:** Valid CA Psychologist license + 1 year supervising a multi‑disciplinary mental health team. - **Option III:** Valid CA Registered Nurse (RN) license + 3 years supervising a multi‑disciplinary mental health team (or MS in Nursing Administration/Psychology + 1 year). - **Option IV:** Bachelor’s degree in Psychology, Social Work, Sociology, Public Health, Nursing, Health Administration, Human Services, Business Administration, Public Administration, or related field + 4 years supervisory experience at Health Program Analyst III level. - Master’s degree in a related field is preferred for all options.

Oversee program budgeting, staff supervision, contract agency performance, and strategic planning within a large geographic region. Expectations: - Demonstrated capability to direct multidisciplinary mental health service delivery. - Ability to develop, monitor, and adjust annual program budgets. - Proficiency in ensuring compliance with state and federal regulations and reimbursement requirements. - Proven track record in leading and evaluating contract agencies and internal teams. - Commitment to continuous improvement through data‑driven program evaluation. Key Responsibilities: - Develop and monitor annual budgets for multiple program support and county‑wide mental health services. - Plan, assign, and direct work of program support, regional, and county‑wide mental health teams. - Provide administrative guidance to subordinate managers and support staff. - Oversee contract agency performance: planning, monitoring, evaluation, and technical guidance. - Ensure services meet State, Federal, Medicare, and Medi‑Cal standards; manage reimbursement claims. - Drive revenue generation to maximize financial resources. - Assist higher‑level management in setting objectives, policies, and procedures. - Conduct studies, analyze program effectiveness, and recommend policy modifications. - Represent the department in regional planning groups, service councils, and coalitions. - Serve on internal committees, task forces, and operational discussions. - Foster cooperative relations with federal, state, and community agencies. - Plan, implement, and manage the Service Area Disaster Plan for in‑house and contracted programs. Required Skills: - Program and project management - Budget development & financial oversight - Staff supervision & leadership - Contract negotiation & performance evaluation - Regulatory compliance (state & federal) - Data analysis & reporting - Stakeholder engagement & coalition building - Crisis and disaster planning - Strong written & verbal communication Required Education & Certifications: Option I (Preferred) - Valid, current state license to practice: Clinical Psychology, Clinical Social Work, Marriage & Family Therapy, or Nursing - ≥2 years experience as Mental Health Program Manager II or equivalent Option II - Bachelor’s degree in Psychology, Social Work, Sociology, Public Health, Nursing, Health Administration, Human Services, Business Administration, Public Administration, or related field - ≥3 years experience in managerial direction at Mental Health Program Manager II level Option III - Bachelor’s degree in relevant field - ≥5 years experience in managerial direction at Mental Health Program Manager I level No Verification of Employment Letters (VOEL) accepted.
