Job Description
**Job Title** Budget and Accounting Quality Improvement Officer (Public Sector) **Role Summary** Lead the redesign, harmonization and continuous improvement of the municipality’s budgeting and accounting processes. Ensure compliance with public accounting regulations, drive quality and internal control initiatives, translate external audit recommendations into actionable plans, and support finance teams in achieving higher operational excellence. **Expectations** - Deliver measurable improvements in process efficiency and accuracy. - Maintain full compliance with French public finance laws (e.g., M57, Afigese). - Translate audit recommendations into concrete corrective actions. - Strengthen the municipality’s readiness for future audit and accounting certification. - Foster knowledge transfer and capacity building across finance units. **Key Responsibilities** 1. **Process Reengineering** – Diagnose existing budgeting, execution tracking, closing and grant processes; design, document, and implement harmonized procedures. 2. **Control & Quality Assurance** – Develop quality indicators (error rates, processing times, posting regularity); conduct periodic reviews of journal reliability and consistency. 3. **Audit Follow‑up** – Monitor CRC and other audit bodies’ recommendations; devise implementation plans, track progress, and coordinate responses with senior finance leadership. 4. **Tool Development** – Create and disseminate governance tools (flowcharts, checklists, procedures) to improve day‑to‑day budgeting and accounting practices. 5. **Stakeholder Support** – Advise Regional Activity Heads (RAF) on procedure application; co‑facilitate harmonization sessions; deliver targeted training sessions. 6. **Continuous Improvement** – Champion the municipality’s modernisation agenda (data tools, forecasting, prospective budgeting). 7. **Reporting** – Prepare concise dashboards and compliance reports for senior management and audit bodies. **Required Skills** - Strong understanding of French public sector accounting standards and regulations. - Experience in process mapping, reengineering, and quality management in a financial context. - Proven ability to conduct data‑driven audits and develop corrective action plans. - Project management skills – planning, prioritisation and delivery of cross‑functional initiatives. - Excellent written and verbal communication; ability to produce clear procedures and training materials. - Advanced Excel skills; familiarity with budgeting/accounting ERP systems (e.g., SAGE, OFIM). - Stakeholder‑management and change‑management aptitude. **Required Education & Certifications** - Bachelor’s degree (or equivalent) in Finance, Accounting, Public Administration, or Business Management. - Master’s degree or advanced studies in public finance preferred. - Relevant professional certifications (e.g., Certified Public Accountant, Certified Internal Auditor, or equivalent public finance credential) are advantageous but not mandatory.
