About the Company

Le SMICVAL (Syndicat Mixte Intercommunal de Collecte et de Valorisation) du Libournais et de la Haute-Gironde exerce les compétences de Collecte et Traitement des déchets ménagers et assimilés pour 138 communes et environ 210 000 habitants. Le territoire couvre environ 2 000 km2 au Nord de la Gironde, comprend 11 communautés de communes et une communauté d’agglomération ainsi que les sous-préfectures de Libourne et Blaye. Le syndicat compte 249 agents dont 80% sont sur des postes liés à la collecte et à l’accueil en déchèterie, c'est-à-dire sur les routes ou au contact des habitants. Les élus du Smicval portent une vision ambitieuse et stratégique pour la structure et le territoire. La mission première du Smicval est de rendre un service public de qualité avec la conscience de la responsabilité sociale, environnementale et économique des activités. Le Smicval est dans une dynamique “Zéro Déchet” par la mise en place de la collecte séparée des biodéchets, d’une politique de recyclage multi filières... La collectivité a passé un cap supplémentaire en renforçant son action sur la prévention et les changements de comportements en y accordant des moyens humains et financiers. Ce basculement dans le "Zéro Déchet" a pour finalité de réduire la quantité de déchets. Par ailleurs, la structure développe une politique intégrée de développement de l’Economie Circulaire sur son territoire par le programme Nouvel’R.

Job Description
**Job title** Information Systems Services and Support Officer (M/F) **Role Summary** Provide day‑to‑day administration, support, and project coordination for the information systems of a multi‑site public waste management organization. Act as a bridge between technical teams, users, and senior management to modernise services, ensure reliability, security, and promote responsible digital practices. **Expectations** - Execute and oversee technical projects (integration, migration, AI tools, new software) in line with the organization’s sustainability goals. - Maintain operational readiness of servers, workstations, network, and IP‑telephony, ensuring compliance with security and data protection regulations. - Deliver first‑ and second‑level user support, diagnose complex incidents, and administer user rights and backups. - Create clear documentation, reports, and training materials to support continuous improvement and knowledge sharing. - Advocate for environmentally responsible technology choices and compliance with REEN and related regulations. **Key Responsibilities** 1. **Digital Transformation** - Coordinate innovative technical projects (studies, integration, deployment, security). - Lead internal training with pedagogical approach. - Collaborate with teams on deployments, migrations, tests, and integrations of new software and AI solutions. - Provide recommendations and solutions for user requirements. 2. **System and Network Administration / Support** - Ensure operational stability (MCO) of hardware and infrastructure (workstations, servers, peripherals, network, IP‑telephony). - Manage installation, configuration, and updates of systems and applications. - Supervise backups, rights management, virtualisation, and backups. - Diagnose level‑1 & 2 incidents and escalated complex incidents. - Apply security standards (RGPD, NIS2, firewall, VPN). - Document procedures, write technical notes, contribute to KPIs and continuous improvement. 3. **Responsible Digital Practices** - Promote digital sobriety and responsible procurement. - Encourage reduction of environmental footprints in digital usage. - Ensure compliance with REEN law and data protection frameworks. - Apply AI principles appropriately in projects. **Required Skills** - Proficient in Windows and Linux environments, virtualization, and Microsoft 365 collaboration tools. - Strong networking knowledge: IP addressing, VLANs, VPN, firewalls, and network security. - Ability to diagnose complex incidents and devise sustainable solutions. - Clear technical writing and documentation skills. - Understanding of GDPR, NIS2, and REEN regulations. - Basic knowledge of AI concepts relevant to IT operations. - Excellent communication, pedagogy, and stakeholder management. - Autonomy, rigor, initiative, flexibility, and teamwork capabilities. - Keen interest in continuous learning and technology trends. **Required Education & Certifications** - Minimum of a secondary (Bac) or post‑secondary (Bac+2) degree in IT, Computer Science, or equivalent. - At least 2–3 years of experience in IT administration and user support. ---
