**Job Title:** Project Manager – General Assistance to Project Owner (F/M)
**Role Summary:**
Lead and coordinate the comprehensive transformation of a major railway station in Tours, overseeing planning, budgeting, risk management, and administrative procedures for a 3‑year infrastructure project. Act as the primary liaison between the project owner and multi‑disciplinary stakeholders to ensure delivery on schedule, within budget, and to required quality standards.
**Expectations:**
- Minimum 15 + years experience managing large‑scale infrastructure, building, or railway projects.
- Proven ability to drive multi‑level project governance and stakeholder alignment.
- Strong familiarity with SNCF project processes, public‑sector regulatory frameworks, and procurement rules.
- Ability to work both on‑site and remotely with flexible telework arrangements.
**Key Responsibilities:**
- Develop and maintain overall project schedule, coordinating studies, procedures, construction activities, and deliverables.
- Monitor and control project budget, manage cost tracking, and implement cost‑optimization measures.
- Identify, assess, and mitigate project risks and opportunities; ensure quality documentation and compliance.
- Oversee administrative procedures, including preparation and follow‑up of small contracts (< €40,000).
- Facilitate cross‑functional communication, reporting, and decision‑making across all project levels.
- Contribute to the strategic steering of the project, supporting the owner in decision processes.
**Required Skills:**
- Advanced project planning and scheduling (e.g., MS Project, Primavera).
- Budget management and financial control in large infrastructure programs.
- Risk and opportunity management (risk registers, mitigation planning).
- Multi‑stakeholder coordination and reporting (internal teams, contractors, public authorities).
- Knowledge of SNCF project lifecycle, French public procurement regulations, and related administrative procedures.
- Strong analytical, organizational, and communication skills in French and English.
**Required Education & Certifications:**
- University degree in Engineering, Construction Management, Transportation, or related field.
- Recognized project management certification (e.g., PMP, PRINCE2) preferred.
- Additional certifications in risk management or public‑sector procurement are a plus.
