**Job Title:** Contract Manager – Capital Construction
**Role Summary:**
Oversee end‑to‑end contract administration for capital construction projects, ensuring compliance with organizational policies, HUD/ federal regulations, and financial controls. Serve as primary liaison among procurement, finance, legal, and property management teams to facilitate timely execution, monitoring, and close‑out of contracts.
**Expectations:**
- Maintain full lifecycle contract compliance from procurement through close‑out.
- Ensure accurate financial tracking, reporting, and reconciliation of project expenditures.
- Manage vendor relationships and resolve contract performance issues.
- Prioritize multiple projects, meet deadlines, and adapt to occasional after‑hours work.
- Travel to project sites as required; hold a valid driver’s license.
**Key Responsibilities:**
- Administer pre‑award and post‑award contract activities (procurement, board approvals, amendments, change orders, close‑out).
- Review and reconcile invoices, purchase orders, and accruals; prepare requisitions and payment requests.
- Monitor capital budgets, generate variance reports, and provide cost analyses.
- Organize and archive contract documents, price lists, fee forms, and related records.
- Conduct market research, develop statements of work, and ensure contracts meet project needs.
- Track and follow up on contractor corrective action plans; perform site visits as needed.
- Develop and update contract administration procedures; recommend resolutions for contract disputes.
- Collaborate with Capital Construction, finance, legal, and asset management teams.
**Required Skills:**
- Strong analytical and quantitative abilities; proficient in financial modeling and data analysis.
- Advanced Microsoft Office skills, especially Excel (formulas, pivot tables) and Word.
- Excellent written and verbal communication; stakeholder management.
- Knowledge of HUD regulations, Uniform Guidance, and federal procurement rules.
- Organizational, multitasking, and problem‑solving capabilities.
**Required Education & Certifications:**
- Bachelor’s degree in Business Administration, Finance, or related field (required).
- Minimum 5 years experience in contract management, procurement, finance, audit, or analysis (required).
- Familiarity with HUD and federal construction contract standards (preferred).
- Supervisory experience optional; valid driver’s license required.
