SPECIAL CONDITIONS
1. Current driving licence and use of own vehicle for official mileage.
2. Ability to work with the minimum of supervision.
3. To be able to undertake physical activities relating to the post, e.g. able to climb ladders and carry out site inspections.

QUALIFICATIONS
Full Membership of the Royal Institution of Chartered Surveyors (MRICS / FRICS)
Additionally:
• Significant relevant experience in the management of a mixed asset type property portfolio
• Evidence of a continuing commitment to CPD (Continuing Professional Development) and an awareness of changes in legislation, best practice and other relevant professional updates.

EXPERIENCE
• Demonstrate an in-depth knowledge and practical application of property law (Landlord and Tenant Act), Valuation and asset management principles.
• Demonstrate experience of providing guidance, advice and or line management to Junior colleagues.
• Demonstrate experience of use of ‘Asset Management’ strategies to release value and unlock opportunities for operational/financial benefit.
• Demonstrate significant experience of management of multi-tenanted/complex property types on an autonomous basis.
• Demonstrate experience in management of service charges in commercial property (in accordance with RICS guidelines)
• Demonstrate experience in production of valuations, completion of disposals and acquisitions with limited supervision.
• Demonstrate experience of dealing with difficult/complex property projects with multiple stakeholders and a record of successfully dealing with associated dispute/conflicts as they arise.
• Demonstrate understanding of issues and protocols around managing a public sector property portfolio and associated political interfaces.
• Demonstrate an ability to influence others including Senior officers and Members and to negotiate successful outcomes when required.
• Demonstrate experience of contract management and in particular, use of external property advisors.
• Experience of writing and presenting professional reports/business cases for Senior Officers/Members
• Experience in the procurement of professional services from 3rd parties.

SKILLS AND ABILITIES
1. The ability to communicate effectively with senior officers and customers/clients at all levels in both verbal and written format using appropriate language and terminology.
2. The ability to work a complex and demanding list of technical property related cases under pressure, organising and prioritising work so as to ensure legal and other deadlines are met.
3. Clear commercial acumen and an innovative approach to problem solving and execution of asset management techniques.
4. The ability to adapt readily to change and work effectively in a variety of situations, in groups or with individuals.
5. A developed awareness of customer needs and a commitment to improve continually the service provided.
6. A responsive, collaborative, and can-do approach to both individual day to day tasks and more complex projects where working as part of a larger multi-disciplined team is required.
7. IT proficiency required with experience in utilising Microsoft Office programmes such as Word, PowerPoint and Excel. Experience in utilising Estates Management software for the storing of estates data and managing caseload required.

KNOWLEDGE
1. The professional and technical knowledge needed to carry out all aspects of the role including the acquisition, disposal and management of property detailed above.
2. An appreciation of policy and approach to property management and the differing approaches and considerations required when dealing with different elements of the portfolio.

EXPERIENCE
1. Proven experience of working at a senior level in a multi-disciplinary environment dealing with estates management including the management, acquisition and disposal of commercial property assets.
2. Proven experience in dealing with the preparation and reconciliation of service charge accounts in accordance with RICS best practice guidelines.
3. Proven experience in managing and mentoring staff.

OVERVIEW
Our client is looking for a dynamic and enthusiastic Surveyor to focus on the management of a dedicated investment portfolio comprising a mix of asset classes which is held purely for income generation purposes. The successful applicant will need to have an understanding of all aspects of commercial property management and an ability to add value and new ideas so that the portfolio can continue to provide a healthy return which will be used to support key frontline Council services.

SUMMARY OF RESPONSIBILITIES AND DUTIES
1. Work as part of a multi-disciplinary professional team with specific responsibility for the client's investment property portfolio.
2. Undertake the day-to-day and strategic management of the client's investment property portfolio across a mix of asset types
3. To keep abreast of commercial property market conditions and issues so as to be able to identify strengths, weaknesses, opportunities and threats across the portfolio and make dynamic and informed recommendations as required.
4. To carry out rent reviews, lease renewal and other property transactions in a timely manner so as to comply with statutory obligations and best practice or to procure and manage 3rd party professional property advisers instructed to perform the same.
5. To actively monitor and report on the performance of the property portfolio and make recommendations for investment/divestment and diversification where appropriate.
6. To actively manage the acquisition and disposal of property assets in accordance with the client's procedure so as to ensure best value.
7. To ensure that non domestic rates mitigations measures are in place where required and to ensure that all related property expenditure is properly recorded and recovered where appropriate.
8. To produce and manage service charge budgets, reconciliations and closures completed within RICS requirements where required.
9. To build and maintain a positive and collaborative relationship with the client's external property advisors so as to ensure that they are fully informed and appraised of relevant events.
10. To line manage, mentor and provide guidance to Junior colleagues through on-the-job training so as to help develop the skillsets across the team.
11. To pro-actively market properties to reduce voids and maximise income to the client.
12. To procure. appoint, manage, and liaise with external professional advisors as appropriate.
13. To Instruct, manage, and liaise with other internal teams within the client as appropriate.
