**Job Title**
Director of Information Systems & Digital (M/F)
**Role Summary**
Lead the development, implementation, and governance of the institution’s information‑systems (SI) and digital strategy (2025‑2027). Align SI with business needs, ensure operational excellence, manage budgets, and drive digital transformation while maintaining security, compliance, and cost efficiency.

**Key Responsibilities**
- Define, update and enforce the SI roadmap and digital policy, aligned with organizational strategy.
- Build and manage the DSIN budget (≈ €4.6 M FY 2026).
- Oversee daily SI operations, maintenance, backup, and security.
- Manage external vendors (hosting, software, hardware) following public‑procurement rules.
- Lead and monitor key projects (SIRH, core‑business applications, data‑integration with partners).
- Integrate interoperability standards, RGPD, and cyber‑risk frameworks.
- Promote AI and other emerging tech for improved service delivery.
- Mentor and develop a cross‑functional team (service head, project leads, admins, technicians).
- Facilitate user adoption, training, and a shared digital culture.
- Produce functional and technical documentation; ensure project on‑time, on‑budget delivery.
**Required Skills**
- Expertise in SI architecture, project management, and digital transformation.
- Strong strategic vision with tactical execution capability.
- Budgeting, procurement, and vendor‑management proficiency.
- Knowledge of cybersecurity best practices, GDPR, and data‑risk management.
- Excellent stakeholder engagement and communication skills.
- Leadership ability to coach and motivate technical teams.
- Fluency in French and English (written and spoken).
**Required Education & Certifications**
- Master’s degree in Computer Science, Information Systems, or related field (or equivalent practical experience).
- Professional certifications (e.g., PMP, ITIL, CISSP, ISO 27001 Lead Implementer) strongly preferred.
- Proven track record in leading SI strategy within a public‑sector or similar organization.
