Job Description
**Job Title** Senior Financial Analyst / Guarantees Officer **Role Summary** Responsible for managing the deployment and monitoring of EU guarantee programmes for development finance projects across Sub‑Saharan Africa and EU neighbours. Works under the Guarantee Manager to ensure program compliance, produce high‑quality analytical tools, and support the Mandate team in designing new guarantee initiatives. **Expectations** - Deliver accurate, timely analysis and reports to senior management and European Commission stakeholders. - Maintain rigorous financial models and data integrity across all guarantee deals. - Ensure contractual compliance and fee collection for guarantee programmes. - Foster effective collaboration with EDFI investment teams, European Commission staff, and internal finance. **Key Responsibilities** 1. **Programme Management** - Screen and evaluate project proposals for eligibility and additionality. - Prepare project memos and updates for decision committees. - Coordinate with EDFI investment teams for pre‑screening, training, portfolio monitoring, and reporting. - Manage Excel models and guarantee deal‑flow system; process change/waiver requests. - Monitor compliance with European Commission and EDFI contract terms. - Support development of new guarantee programmes and ad‑hoc tasks. - Liaise with Commission staff on reporting and fee revenue management. 2. **Monitoring & Reporting** - Collect and analyze portfolio data from EDFIs, including impact metrics. - Design, refine, and review reporting templates for the Commission. - Monitor portfolio progress, draft high‑standard reports, and conduct pipeline reviews. - Calculate and collect guarantee programme fees. - Work with finance to provide timely data for financial statements. - Ensure adherence to contractual reporting deadlines and ramp‑up targets. **Required Skills** - Strong corporate finance and financial analysis background. - Advanced Excel and PowerPoint proficiency; ability to build and maintain financial models. - Knowledge of debt/equity instruments, loan documentation, and legal contracts related to EDFIs. - Detail‑oriented, meticulous data handling. - Proactive, results‑driven, and capable of independent work. - Excellent written and verbal communication; confident stakeholder engagement. - Language: fluent English; French or Dutch a plus. **Required Education & Certifications** - University degree in Business Administration, Economics, Finance, or a related field. - 5–8 years of experience in development/commercial banking, accounting, auditing, or middle/back‑office roles. - Minimum 2 years in a comparable EU institution, development finance institution, representative office, or consultancy. - No specific professional certifications required, though finance diplomas (e.g., CFA, ACCA) would be advantageous.
