LGPS Central Limited provides investment management and advisory services to the Local Government Pension Scheme (LGPS) funds of Cheshire, Derbyshire, Leicestershire, Nottinghamshire, Shropshire, Staffordshire, West Midlands and Worcestershire. Our Partner Funds are both clients and shareholders, representing over £65 billion in assets and more than 1 million scheme members across 3,000 participating employers. Job Description
Job Title Business Analyst Role Summary Lead the capture of the current (AS‑IS) operating model and design of the future (TO‑BE) model for LGPS Central’s investment, operations, and governance functions, ensuring alignment with pooled investment structures, regulatory obligations, and strategic goals. Expectations - Deliver workshops, analyses, and documentation that shape scalable, efficient operating models. - Produce process flows, capability models, service blueprints, and functional diagrams. - Conduct gap analysis and translate findings into business requirements and business cases. - Facilitate stakeholder engagement across investment, operations, finance, compliance, and governance. - Support implementation planning, change impact assessment, and benefits realization. Key Responsibilities - Design Target Operating Models (TOM) and conduct AS‑IS and TO‑BE analyses. - Map and streamline processes using BPMN, Lean, or similar methodologies. - Lead workshops, interviews, and stakeholder sessions to gather insights and validate solutions. - Produce and maintain detailed artefacts (process flows, diagrams, capability models). - Develop and maintain traceability of requirements, risks, assumptions, and dependencies. - Collaborate with third‑party providers to understand operating model interdependencies. - Monitor and support change management activities to ensure smooth transition. Required Skills - Business analysis and process mapping (BPMN, Lean). - Workshop facilitation and stakeholder engagement. - Knowledge of pooled investment structures, public pensions governance, and regulatory requirements. - Documentation expertise using MS Visio, ARIS, Bizagi, or equivalent. - Ability to develop business cases and support decision‑making. - Strong communication skills; ability to translate complex information for senior leadership. Required Education & Certifications - Bachelor’s degree in Business, Finance, Public Administration or equivalent. - Business Analysis certification (BCS or IIBA) preferred. - Project/change management certification (PRINCE2, AgilePM) advantageous.
