Job Title: Technical Director (F/M)
Role Summary
Lead the modernization and stabilization of the national IT system by designing and implementing the target technical architecture, overseeing hybrid infrastructure, and ensuring performance, security, and compliance. Manage a multidisciplinary technical team (infrastructure, DevOps, SRE, architecture) and coordinate cross‑functional collaboration with development, data, and security units.
Expectations
• Deliver a cohesive, secure, and high‑performance IT environment aligned with national standards.
• Provide strategic vision while managing day‑to‑day operational execution.
• Maintain regulatory compliance (HDS, GDPR) and lead audit readiness.
• Foster a collaborative culture, mentor staff, and drive continuous improvement.
Key Responsibilities
• Define and evolve the technical architecture and system urbanization roadmap.
• Own the API Gateway, event bus, identity provider, and observability stack.
• Ensure smooth CI/CD pipelines; maintain GitLab CI, Docker, and related tooling.
• Architect and deploy monitoring, logging, and alerting solutions.
• Lead cybersecurity audits, develop action plans, and maintain HDS/GDPR compliance.
• Manage hybrid infrastructure, balancing on‑premise and cloud environments.
• Support development teams with technical guidance and tooling.
• Collaborate with Data teams on quality, security, and data exploitation.
• Lead and develop a cross‑disciplinary technical team, setting clear objectives and fostering teamwork.
Required Skills
Hard Skills:
- Proven experience in architecture, SRE, DevOps, and hybrid infrastructure.
- Proficiency with GitLab CI, Docker, RabbitMQ, Conductor, Keycloak, PostgreSQL, Talend, and JIRA.
- Knowledge of security best practices, regulatory compliance, and system observability.
- Project management of IT urbanization initiatives.
Soft Skills:
- Strong leadership, facilitation, and communication abilities.
- Strategic thinking with a results orientation.
- Mentoring and coaching capacity; clear and pragmatic framing of objectives.

Required Education & Certifications
• Bachelor’s or Master’s degree in Computer Science, Engineering, or related field.
• Relevant certifications in architecture, cybersecurity, or project management are highly valued.
