Job Description
**Job Title**: Director of Place and Transformation **Role Summary**: Lead the strategic vision and execution of Hertsmere Borough Council’s Local Plan, Asset Management Strategy, and affordable housing programmes. Provide executive oversight of key services, influence policy direction, and manage a senior professional team to deliver transformational outcomes in a complex, political environment. **Expectations**: - Deliver high‑impact, sustainable development outcomes aligned with council objectives. - Foster an inclusive, collaborative culture and maintain strong stakeholder relations. - Ensure financial sustainability and efficient resource management. - Report directly to the Chief Executive and actively participate in senior governance meetings. **Key Responsibilities**: - Develop, refine, and drive implementation of the Local Plan and Asset Management Strategy. - Lead the planning, approval, and delivery of affordable housing projects. - Manage and mentor a senior team across planning, property, finance, and stakeholder engagement functions. - Build and sustain relationships with elected members, public bodies, community groups, and industry partners. - Oversee financial planning, budgeting, and cost‑control measures for all place and transformation initiatives. - Champion continuous improvement, innovation, and best practice in place transformation. - Represent the council at regional and national forums. **Required Skills**: - Strategic leadership in a public sector or large organisational context. - Expertise in planning, property development, asset management, and housing policy. - Strong financial acumen with experience in resource management and efficiency improvement. - Proven stakeholder engagement, negotiation, and partnership‑building abilities. - Excellent communication, presentation, and influencing skills. - Ability to inspire and manage high‑performing teams. **Required Education & Certifications**: - Bachelor’s degree in Planning, Architecture, Civil Engineering, Real Estate, or related field (or equivalent). - Advanced qualification (e.g., MSc, MBA, or professional chartered status in planning/property/finance) preferred. ---
