Job Description

**Job Title:** Business Analyst 3 **Role Summary:** Senior‑level analyst responsible for gathering, analyzing, and documenting user requirements and business processes to drive system automation and improvements. Acts as a liaison between stakeholders, development teams, and vendors, provides QA oversight, creates training materials, and ensures compliance with policies and standards. **Expectations:** - Deliver high‑quality user stories, acceptance criteria, and test artifacts with minimal supervision. - Lead Agile ceremonies (refinement, sprint planning) and maintain accurate work items in Azure DevOps/Jira. - Identify automation opportunities and support proposal development. - Provide expert QA consultation and ensure compliance with agency policies. - Manage vendor relationships, evaluate solutions, and oversee invoicing. **Key Responsibilities:** - Elicit, document, and translate business needs into actionable user stories and wireframes. - Perform QA reviews, develop test cases, and execute manual and mobile testing. - Prepare and deliver training curricula and materials for internal/external users. - Analyze program policies/procedures for impact on automated systems. - Contribute to project charters, plans, test plans, risk management plans, and scope control. - Troubleshoot application issues and recommend effective solutions. - Support licensing system lifecycle (application, renewal, management) for Texas licensing agencies. - Maintain vendor relationships, assess technology solutions, and approve invoices. - Perform additional duties as assigned. **Required Skills:** - Advanced Agile methodology experience (user story creation, sprint ceremonies). - Proficient with Azure DevOps, Jira, or comparable ALM tools. - Strong business process analysis and automation identification. - Complex QA expertise, test case development, and manual testing (incl. mobile). - Excellent stakeholder communication and training delivery. - Vendor coordination and contract/invoice management. - Independent judgment and initiative; ability to work with limited supervision. **Required Education & Certifications:** - Bachelor’s degree in Business Administration, Information Systems, Computer Science, or related field (or equivalent experience). - No specific certifications required; Agile/Scrum certifications (e.g., CSPO, CSM) preferred. - Preference for prior experience with Texas Department of Licensing (TDA) systems.
