Job Description
**Job Title:** Enforcement Coordinator – State Program Administrator Principal **Role Summary:** Coordinate and manage enforcement of state cannabis statutes and regulations for businesses involved in cultivation, manufacturing, distribution, and testing. Provide technical, consultative, and administrative support to inspection staff, develop and implement enforcement procedures, and ensure compliance with legal and regulatory requirements. **Expectations:** - Maintain professionalism in interactions with regulated entities and law‑enforcement partners. - Demonstrate integrity, confidentiality, and adherence to administrative law standards. - Deliver timely, clear written reports and documentation. - Engage collaboratively in committees, hearings, and special projects. **Key Responsibilities:** - Develop and implement formal enforcement procedures, plans, and priorities. - Assist in creating guidelines for inspection frequency and investigative referrals. - Consult with staff on enforcement responses to violations; track enforcement activities. - Audit inspection findings to determine appropriate enforcement actions. - Advise inspection teams on compliance issues related to statutes and regulations. - Participate in committee work, hearings, and special projects to promote consistency and efficiency. - Manage information systems supporting enforcement activities. **Required Skills:** - Minimum 3 years of regulatory or enforcement experience (county, state, or federal). - Strong knowledge of administrative law, investigative methods, data privacy, and enforcement tools (injunctions, cease‑and‑desist, penalties, license revocation). - Excellent written communication; ability to produce concise reports and enforcement documents. - Proven experience interacting with diverse regulated communities and stakeholders. - Ability to work independently and as part of multidisciplinary teams. **Required Education & Certifications:** - No specific degree required, but relevant experience in regulation, law enforcement, or compliance. - Background check clearance (criminal, conflict of interest, employment references). - Preferred: knowledge of Minnesota cannabis laws and regulations; experience in regulated cannabis or hemp industry; education experience, plain‑language communication, or law‑enforcement collaboration.
