**Job Title**
Works Project Engineer
**Role Summary**
Lead the planning, coordination, and supervision of major construction and maintenance works in a public sanitation infrastructure setting. Manage the full project lifecycle from tender preparation to execution, ensuring compliance with safety, regulatory, and contractual requirements while maintaining critical path schedules and budgets.
**Expectations**
- Deliver projects on time, within scope, and to the required quality standards.
- Uphold stringent safety protocols, particularly for ATEX and SEVESO sites.
- Communicate effectively with stakeholders (public owners, contractors, and internal teams).
- Proactively identify risks and propose mitigation solutions.
**Key Responsibilities**
- Define project objectives, scope, and deliverables in partnership with the owner’s representative.
- Prepare and issue study and construction tenders, coordinate evaluation, and support award decisions.
- Oversee contractor performance, monitor progress against critical‑path schedules, and enforce contractual obligations.
- Coordinate all external suppliers and subcontractors, scheduling interventions to avoid conflicts.
- Monitor safety compliance on site, enforce regulations and internal safety policies.
- Analyse technical and commercial bids, prepare award reports, and present findings to senior management and procurement bodies.
- Manage project budgets, approve variations, and report on financial performance.
- Maintain accurate project documentation and ensure traceability of decisions.
**Required Skills**
- Technical: knowledge of wastewater treatment systems, hydraulic/electromechanical equipment, instrumentation, control and civil engineering.
- Project Management: experience with MS Project, AutoCAD, Office Suite, and public procurement procedures.
- Analytical: strong ability to assess project constraints, perform risk analyses, and develop actionable plans.
- Leadership: proven track record of directing multidisciplinary teams, managing stakeholder expectations, and driving results.
- Communication: clear written and verbal communication, with capacity to present technical information to non‑technical audiences.
- Initiative & Organisation: self‑directed, meticulous, and capable of handling multiple concurrent projects.
**Required Education & Certifications**
- Bachelor’s or Master’s degree in Civil, Environmental, Mechanical, Electrical, or related Engineering field.
- Familiarity with French “Maîtrise d’œuvre” (MOP) framework and public procurement regulations.
- Proficiency in MS Project, AutoCAD, and Microsoft Office.
- Optional: Project Management Professional (PMP) or equivalent certification is advantageous.
