**Job Title:** HR Manager – Emergency Personnel (International) **Role Summary:** Manage, develop, and optimize the international urgent personnel pool for rapid deployment in crisis response. Oversee recruitment, retention, database maintenance, and HR tools, ensuring alignment with international humanitarian standards and seamless integration with routine operations. **Expectations:** - Sustained readiness of emergency staff. - Data‑driven workforce planning and reporting. - Harmonized HR policies between emergency and regular missions. - Continuous improvement of digital HR systems and skill tracking. **Key Responsibilities:** 1. **Pool Management** - Recruit, assess, and retain urgent personnel. - Update and improve the pool database (skills, experience, training, readiness). - Track availability and ensure real‑time visibility. - Map contractual options for volunteers in compliance with labor law. - Support deployment planning, mobilisation, and roster management. - Organise training, simulations, and operational exercises. 2. **HR Systems & Tools** - Design and maintain a skills‑matrix for emergency operations. - Deploy and enhance HR management tools for better resource visibility and capacity analysis. - Standardise monitoring tools for skills, availability, training paths, and dashboards. - Identify optimisation needs and propose digital solutions (automation, documentation). - Provide internal reporting (HR indicators, activity summaries, periodic analysis). 3. **Policy Harmonisation** - Review and align policies on mobility, classification, pay scales, bonuses, insurance, and deployment conditions. - Facilitate coordination between the Emergency Pole and the HR team. - Draft and disseminate unified procedures tailored to emergency operations. - Establish an RH framework supporting fluid transition between emergency and regular missions. **Required Skills:** - HR lifecycle management (recruitment, performance, retention). - Data analysis and database management (HRIS, custom tools). - Project management and process optimisation. - Strong communication and stakeholder collaboration. - Knowledge of international humanitarian employment standards. - Proficiency in English; Spanish is favourable. **Required Education & Certifications:** - Bachelor’s (Bac+3) to Master’s (Bac+5) degree in Human Resources, Social Sciences, International Relations, or related field. - Experience in NGOs, human‑resource mobilisation or talent pool management is a plus.
