Job Description
**Job Title** Project Officer – Agriculture & Rural Development **Role Summary** Lead and manage technical, financial, and administrative aspects of agricultural and rural development projects funded by international donors. Coordinate multidisciplinary teams, ensure quality delivery, and maintain strong client relationships. **Expectations** - 10+ years of experience in agriculture or rural development, including project management in developing or transitional countries. - Proven track record in managing donor‑funded projects (AFD, EU, World Bank, etc.). - Fluent in French and English; additional language skills (Portuguese, Spanish, Arabic) preferred. **Key Responsibilities** - Plan, implement, and monitor projects, ensuring technical quality of outputs. - Manage budgets, invoicing, and financial reporting. - Develop service proposals, including methodology design, budget preparation, and partner identification. - Liaise with clients and donors to align expectations and secure approvals. - Conduct site visits and back‑stopping activities, especially in Africa and Asia. - Maintain up‑to‑date knowledge of donor requirements, project opportunities, and sector trends. **Required Skills** - Project management (technical, administrative, budgetary, logistical, institutional). - Strong analytical, report‑writing, and documentation skills. - Proficiency in Microsoft Office and Internet tools. - Excellent communication and stakeholder management. **Required Education & Certifications** - Graduate of a national agronomy or equivalent engineering school (bachelor’s or higher). - Professional certifications in project management (e.g., PMP, PRINCE2) are advantageous.
