Programme Manager
**Role Summary**
Lead a Mainframe Transformation Programme for a financial‑services client, overseeing the migration of legacy COBOL/DB2 applications to Java/PostgreSQL on AWS Cloud. Own end‑to‑end programme delivery, governance, risk, financials, and resource management while coordinating internal stakeholders, external vendors, and development teams.
**Expectations**
- Proven experience in financial services programme or project delivery.
- Strong background in mainframe modernisation, COBOL, Java, and cloud migration (AWS).
- Ability to manage complex, multi‑vendor programmes, ensuring contractual milestones and business‑value delivery.
- Demonstrated stakeholder and supplier management skills.
- Familiarity with governance, risk, and financial control processes.
**Key Responsibilities**
- Define programme scope, objectives, methodology and governance framework.
- Develop and maintain the financial business case and track investment against value delivery.
- Manage programme lifecycle: planning, execution, monitoring, reporting and benefits realisation.
- Coordinate delivery across internal teams and external suppliers, ensuring milestones, quality and risk controls are met.
- Lead stakeholder engagement, communication and alignment across SMEs, developers, and senior business leaders.
- Oversee migration activities from on‑prem mainframe (COBOL/DB2) to Java/PostgreSQL on AWS, ensuring technical and compliance standards.
- Monitor programme finances, risks, issues and resource allocation; implement corrective actions as needed.
**Required Skills**
- Programme / project management (complex, multi‑partner environments).
- Mainframe modernisation experience (COBOL, DB2, BlueAge a plus).
- Java development, PostgreSQL, and AWS Cloud migration knowledge.
- Strong stakeholder and supplier relationship management.
- Financial modelling / business case development.
- Governance, risk and compliance management.
- Proficiency with Agile, Waterfall or hybrid delivery methodologies.
- Excellent communication, leadership and decision‑making abilities.
**Required Education & Certifications**
- Bachelor’s degree in Business, Computer Science, Engineering or related field (or equivalent experience).
- Project management certification (PMP, PRINCE2, or equivalent) preferred.
- Cloud or technology certifications (e.g., AWS Certified Solutions Architect) desirable.
- Relevant financial‑services industry experience required.
