Job Description
**Job Title:** Head of Strategic Portfolio Management Office (SPMO) **Role Summary:** Lead the establishment, governance, and continuous improvement of a Software PMO Centre of Excellence within a Higher Education institution. Drive digital transformation portfolios, embed best‑practice portfolio, programme, and project management (PPM) processes, and ensure robust governance, reporting, and resource planning to achieve strategic university objectives. **Expectations:** - Provide senior leadership for the PMO CoE and its teams. - Champion digital transformation initiatives and continuous improvement of PPM services. - Ensure compliance with GDPR, health & safety, and equity/social‑justice policies. - Deliver results within a 6‑month fixed‑term contract, with strong potential for extension or permanent placement. **Key Responsibilities:** - Design, implement, and maintain the Strategic Portfolio Management Office framework and controls. - Lead governance and cyclical reporting for the university’s strategic portfolio. - Oversee planning, scheduling, and resource allocation across programmes and projects. - Develop and mentor senior PMO staff and cross‑functional teams. - Establish and evolve the Software PMO Centre of Excellence, embedding best‑practice PPM standards. - Monitor and report on portfolio performance, risks, and benefits realization. - Ensure adherence to GDPR, health & safety, and wellbeing policies. **Required Skills:** - Proven experience establishing and leading a Software PMO Centre of Excellence. - Strong portfolio management, preferably with digital transformation experience. - Expertise in governance frameworks, reporting cycles, and performance metrics. - Advanced planning, scheduling, and resource management capabilities. - Continuous improvement mindset with ability to drive change. - Senior leadership and team development experience. - Excellent stakeholder management and communication skills. - Knowledge of higher‑education PMO environments is advantageous. **Required Education & Certifications:** - Bachelor’s degree in Business Administration, Information Technology, Project Management, or related field (Master’s preferred). - Professional project/portfolio management certification (e.g., PRINCE2, PMP, MSP, PgMP) strongly preferred. - Relevant experience in higher education or large‑scale digital transformation projects.
