Job Description
Job Title: Chief Technical Officer Role Summary: Lead the digital strategy, technology operations, and innovation agenda for the University Hospitals Tees Trust, ensuring the delivery of secure, resilient, and cutting‑edge IT services that support high‑quality patient care. Expectations: - Activate and sustain a forward‑looking digital vision aligned with clinical priorities. - Drive portfolio management of large‑scale technology programmes, meeting cost, quality, and benefit targets. - Champion emerging tech – cloud, AI, RPA, VR, robotics – and embed them into clinical workflows. - Protect the Trust’s IT estate through robust cyber‑security and infrastructure governance. - Foster a culture of continuous improvement, staff digital adoption, and evidence‑based decision making. Key Responsibilities: - Define and execute the Trust’s digital strategy and roadmap. - Oversee digital workplace programmes, ensuring modern Collaboration and Productivity tools are adopted, configured, and optimised. - Lead the IT infrastructure and security programmes – architecture, procurement, vendor management, and compliance. - Manage day‑to‑day operations of key technology services (e.g., clinical information systems, data warehouses). - Direct multiple cross‑functional programme workstreams; set scope, budgets, schedules, and KPIs; report progress to senior governance bodies. - Act as the subject‑matter expert on emerging technologies, advising clinical and operational leaders on procurement and implementation. - Develop and maintain business case evidence for technology investments, partner with finance teams to secure funding. - Interpret regulatory and policy requirements (NHS, GDPR, Data Security Standard) and embed them in technology decisions. - Drive cybersecurity awareness, risk mitigation, and incident response plans. - Cultivate professional relationships with external vendors, consultants, and national partners. Required Skills: - Strategic leadership and executive communication. - Proven experience leading large, complex IT and digital transformation programmes. - Deep knowledge of cloud architectures (IaaS/PaaS), AI/ML, RPA, VR, robotics, and modern operating systems. - Strong business‑case development and financial acumen. - Expertise in cyber‑security strategy, risk management, and compliance. - Experience in NHS health‑tech ecosystem preferred. - Ability to influence senior stakeholders and build cross‑disciplinary collaborations. - Visionary mindset, adaptability, and resilience in a regulated environment. Required Education & Certifications: - Bachelor’s degree (or higher) in Computer Science, Information Technology, Engineering, or a related technical discipline. - Advanced degree (MSc, MBA, or similar) or equivalent professional experience highly desirable. - Relevant professional certifications: Prince2/PMI/Agile, ITIL, CISSP, or equivalent in cloud and security domains. - Demonstrated experience in digital health technologies and NHS data governance is preferred.
