Job Description
**Job Title:** Higher Research Officer **Role Summary:** Provide impartial, expert research, analysis, and briefing on pre‑16 education policy, legislation, and statistics to support Members of the Senedd and committees. Produce written briefings, digital content, and data visualisations, while collaborating across the Children, Education and Lifelong Learning Team and wider Senedd Research Service. **Expectations:** - Conduct independent secondary research and critical analysis of diverse sources. - Deliver timely, accurate briefings and responses to enquiries from Senedd Members, staff, and committees. - Create and promote engaging digital content (articles, visualisations, social media posts). - Develop and maintain expertise in pre‑16 education and related policy areas. - Support senior researchers and contribute to cross‑team initiatives and service improvements. **Key Responsibilities:** 1. Research and analyse policy, legislation, and statistical data; produce written briefings and responses. 2. Assist Senedd committees in scrutiny of education‑related legislation, policy, and financial matters. 3. Develop and maintain a comprehensive understanding of Welsh pre‑16 education policy; extend knowledge to children’s early years and post‑16 areas as needed. 4. Produce proactive content—including research articles and data visualisations—and support publication through social media channels. 5. Build and maintain relationships with Senedd Members, their staff, academics, and other knowledge‑mobilisers to broaden evidence bases. 6. Contribute to digital skill development, data visualisation, and interactive content creation. 7. Participate in cross‑service improvement groups, editorial boards, and collaborative projects to enhance research workflows. **Required Skills:** - Advanced research and analytical abilities; strong critical thinking. - Excellent written communication and briefing skills. - Proficiency in digital content creation, data visualisation tools (e.g., Tableau, Power BI, or similar). - Ability to work independently and collaboratively in a fast‑paced, agile environment. - Strong stakeholder engagement and networking capabilities. - Familiarity with social media publishing and promotion. - Adaptability to support multiple policy areas and shifting priorities. **Required Education & Certifications:** - Bachelor’s degree (or higher) in Education Policy, Public Policy, Social Sciences, or a related field. - Relevant postgraduate qualification (e.g., Master’s) is desirable but not mandatory. - Professional experience demonstrating research expertise in education policy, preferably within a governmental or parliamentary context.
