Senior Data Engineer (Public Sector Modernization - Contract, Remote/Canada)

About the Role:
We are seeking an experienced Data Engineer to support a major digital modernization initiative within the Canadian public sector. This is a contract-based role supporting legacy system transformation and data architecture modernization.
The successful candidate will work closely with cross-functional teams to assess current-state Oracle-based systems and help architect cloud-ready, modular data solutions that align with evolving operational and regulatory needs.
This is an as-and-when-needed contract (estimated workload: ~25-30 hours/week), offering a flexible engagement model with remote delivery.
Note: This role is contingent upon award of contract to Lucent Technology Inc. by the Province of British Columbia.
Key Responsibilities:
Assess legacy data architecture, focusing on Oracle schema, data models, performance bottlenecks, and business logic.
Design modular, scalable, and decoupled data architecture aligned with modern best practices.
Define and support cloud or hybrid deployment strategies (e.g., AWS, OpenShift).
Develop APIs and data sharing mechanisms (preferably with forestry, land use, or geospatial standards).
Lead data migration and validation processes with robust scripting and testing strategies.
Collaborate with business and technical teams to align architecture with operational and regulatory goals.
Support agile delivery through sprint-based incremental improvements.
Implement monitoring, optimization, and quality assurance tools and dashboards.
Requirements:
Minimum 5 years of experience as a Data Engineer or Data Architect supporting enterprise systems.
Strong background in Oracle databases, data modeling, and data architecture.
Experience designing and deploying cloud or hybrid data solutions (e.g., AWS, OpenShift).
Proficiency in ETL, schema design, CI/CD pipelines, and version-controlled data models.
Experience with APIs, geospatial data standards (e.g., OGC), and large-scale data migration.
Knowledge of agile methodologies and working in sprint-based delivery environments.
Excellent communication and collaboration skills.
Must be eligible to work in Canada and available during regular Pacific Time business hours for occasional meetings.
Nice to Have:
Experience in forestry, land use, climate data, or environmental domains.
Familiarity with British Columbia government digital services or data platforms.
Knowledge of spatial formats, harvest cycle modeling, or regulatory tracking.
Contract Details:
Start Date: September-October 2025 (tentative)
Duration: 1-year contract with potential extensions
Estimated Hours: ~1,400-1,500 hours over the year (variable weekly workload)
Compensation: Competitive hourly rate
