The Texas Health and Human Services Commission (HHSC) Medicaid and CHIP Services (MCS) division seeks a highly qualified candidate to fill the position of Program Specialist VII in Managed Care Contracts and Oversight (MCCO). MCS is driven by its mission to deliver quality, cost-effective services to Texans. This position makes a significant contribution to MCS's mission by ensuring that MCCO meets statutory requirements and implements audit recommendations within prescribed timeframes. The Program Specialist VII serves as a team lead on a highly skilled and knowledgeable team that serves as subject matter experts (SMEs) for MCCO. The position reports to the Director of Strategic Operations and Special Projects within MCCO.
This position involves planning, developing and implementing a major agency program and/or providing consultative service and technical assistance to program staff and Managed Care Organizations (MCOs), governmental agencies, community organizations, or the general public. The Program Specialist VII will train, schedule, assign and prioritize the work of others. Works under minimal supervision, with extensive latitude for the use of initiative and independent judgment. The Program Specialist VII will also act as a liaison with agencies and internal programs to explain agency statutory requirements. The Program Specialist VII will analyze legislation to develop recommendations for policy and programmatic issues relating to the implementation, improvement, and/or expansion or reduction of program funding. Attends work on a regular and predictable schedule in accordance with agency leave policy and performs other duties as assigned.
Essential Job Functions (EJFs)
The Program Specialist VII oversees the performance of a variety of technical, training, research, planning, policy, program assessment, and administrative activities for MCCO. Oversees the analysis, implementation and documentation of program policies and organizes and prepares materials in response to requests for program information and reports. (20%)
Acts as a liaison with internal and external stakeholders. Explains program and agency statutory requirements.
Works with and speaks to community and professional groups to coordinate, improve, and secure support for programs. Knowledge, Skills And Abilities (KSAs)
Knowledge of federal laws, regulations, and processes regarding Medicaid and CHIP policies and procedures.
Skill in using personal computer application software such as MS Teams, MS Word, MS Excel, or similar programs.
