Job Title: Senior Siebel Developer / Technical Consultant
Duration: 6 Months Contract
Location: Toronto, Ontario (Hybrid - Onsite/Remote as required)
Role Overview
The Senior Siebel Developer will provide expert-level technical support, configuration, and development services for a complex Oracle Siebel solution. The consultant will lead the implementation, integration, and optimization of Siebel and its subsidiary systems, ensuring stable, scalable, and accessible solutions aligned with best practices.
This role requires significant hands-on experience with Siebel configuration, Open UI development, integrations using SOAP/REST services, troubleshooting, and technical documentation. The successful candidate will collaborate closely with project managers, architects, and LRC staff to support both Development and Production environments.
Key Responsibilities
Provide support, maintenance, configuration, and prototyping for complex Oracle Siebel implementations.
Troubleshoot Siebel and its integrations with systems such as PEP, ONE-KEY, ERDMS, Oracle Service Cloud, GIS (ArcGIS) in both Development and Production environments.
Design and develop integration frameworks between Siebel and other ministry applications using Web Services (SOAP/REST) and related mechanisms.
Conduct root cause analysis to identify and resolve defects/incidents effectively.
Prepare and maintain detailed technical documentation, including build books, design documents, and performance measures.
Estimate effort for proposed features/enhancements and validate estimates provided by other team members.
Engage with LRC and program stakeholders to expedite implementation through collaboration and process improvement.
Develop prototypes and proof-of-concept solutions for new requirements and integrations.
Plan and implement data migration and ETL integrations between ministry solutions and the Siebel environment.
Ensure all designs comply with I&IT standards, AODA/WCAG accessibility guidelines, and digital design principles.
Validate that solutions are scalable, secure, and compatible across multiple browsers and platforms.
Participate in DR/RR migration, LOV migration, and performance troubleshooting.
Provide ongoing knowledge transfer to ministry staff through documentation, workshops, and touchpoint meetings.
Required Skills and Experience
Software Development (40%)
10+ years' experience configuring, developing, and implementing Siebel 8.x/20.x solutions.
Deep experience with Siebel e-Services, EAI, EIM, SmartScripts, Task-based UI, Web Services, and BI Publisher.
Strong background integrating Siebel with Single Sign-On solutions (OID, One-Key, GO-PKI, Public Secure).
5+ years of hands-on development with SOAP and REST web services.
5+ years customizing Siebel Open UI using PM/PR scripting and JavaScript frameworks.
Proven experience in unit testing, multi-org data structures, and LOV configuration for multilingual environments.
Experience with Siebel IP 20.x or higher.
Technical Skills (25%)
10+ years of experience with Siebel EAI, Web Services, Data Transformation, and Integration.
Strong command of Siebel data modeling, EIM, and data migration strategies.
5+ years of Open UI and frontend customization using JavaScript, HTML5, CSS, and Bootstrap frameworks.
Proven experience in ETL migrations, including custom data loaders and data synchronization.
Proficiency with Oracle BI Publisher, Siebel e-Services, and JavaScript libraries (JQuery, Jscript).
Installation, Configuration, and Troubleshooting (20%)
10+ years of hands-on experience installing, configuring, and optimizing Siebel Public Sector systems.
Proven ability to troubleshoot complex Siebel environments with multiple system integrations and SSO authentication.
Hands-on experience integrating Siebel with ESRI, Canada Post, Oracle Service Cloud, BizTalk, and other middleware platforms.
Demonstrated knowledge of AODA/WCAG accessibility standards and assistive technologies.
Experience with Workspace, parallel development, and Siebel upgrades.
Methodologies, Documentation, and Soft Skills (15%)
Strong understanding of Oracle development methodologies and best practices.
Experience documenting technical blueprints, build books, process workflows, and performance metrics.
Ability to research and recommend new Oracle tools and performance improvement techniques.
Proven ability to work in Agile project delivery environments.
Excellent analytical, problem-solving, and communication skills.
Strong collaboration skills with a demonstrated ability to meet deadlines and deliver high-quality solutions.
Capable of presenting complex technical concepts to both technical and non-technical audiences.
