About the Role
We’re seeking an Expert Functional Analyst (Freelance) to join our client’s digital transformation journey in the Justice domain. This is a high-impact, 13-month freelance assignment based in Brussels, where your expertise will directly shape the modernization and reliability of mission-critical data systems. Justice digitalization is a national priority, and our client’s core MaCH database underpins essential prosecutorial applications. As an Expert Functional Analyst, you’ll be the linchpin ensuring data quality, security, and functional excellence. Your work will empower legal professionals, support modernization, and safeguard the integrity of justice data at a national scale.
Key Responsibilities
Drive daily data management and quality assurance within the MaCH relational database
Create, validate, clean, and maintain reference (stuurdata) datasets
Perform technical validation of business and functional analyses for new and ongoing projects
Produce clear, actionable business and functional analyses to support digital initiatives
Deliver reports and complex query-based lists for key stakeholders
Optimize and monitor access rights and security aspects within MaCH
Provide specialized training sessions on MaCH usage for end users
Support impact analyses of legal and regulatory changes on applications
Contribute to projects such as data cleaning (NATPAR 2.0), securing sensitive investigation data, system integrations, and parameter design for diverse entities
Technical Skills
Expertise in relational databases: Oracle, Oracle Forms, SQL
Advanced SQL skills for building lists, reports, and complex queries
Data cleaning, normalization, and reference data management
Proficient in using scripts and queries for analysis and data cleanup
Deep understanding of roles, access rights, and authorization within database-driven applications
Experience writing and validating business requirements
Ability to assess technical feasibility of functional proposals
Testing experience: scenario creation, UAT support, debugging
Proven ability to deliver technical and user training
Essential: In-depth knowledge of MaCH and Justice/OM domain context
Mindset & Soft Skills

Comfortable engaging with both technical and non-technical stakeholders
Autonomous, precise, and reliable in execution
Flexible and resilient in complex, evolving environments
Language Proficiency
Dutch: Native
French: Passive knowledge
Other Requirements
This is a freelance position with a fixed 13-month project duration
Hybrid work mode: onsite presence in Brussels required
Maximum of two candidates will be considered for this opportunity
Start date: December 2025
