Mandatory Requirement
1. The Bidder’s proposed resource must have a Secondary School Diploma or equivalent
2. The Bidder’s proposed resource must have a CompTIA A+ Certification, or equivalent
3. The Bidder’s proposed resource must have a minimum of one (1) year of experience within the last five (5) years in delivering system administrator services to a large* organization.
4. The Bidder’s proposed resource must be fluent in the English language both verbally and in writing.
Rated Criteria
1. The Bidder’s proposed resource should have relevant education to the System Administrator Category
2. The Bidder’s proposed resource should have completed CompTIA certifications within the following three streams:
a. IT Service Management Stream;
b. Infrastructure and Cloud Stream; or
c. Data &AI
3. The Bidder’s proposed resource has relevant experience in delivering System Administrator services to large* organizations
Introduction
15 Wing Moose Jaw is a military establishment located at Canadian Forces Base Moose Jaw, Bushell Park SK. 15 Wing CIS provides oversight and management of information technology and security services, network administration, hardware and software support and lifecycle management. It is currently staffed by 3 full-time Department of National Defence (DND) employees providing management, oversight and core administrative services, however contracted professional support is required to augment service delivery to 15 Wing.
Tasks
1. The System Administrator must provide all services related to Department of National Defence (DND) network administration, including coordination with Shared Services Canada (SSC) as approved by the Technical Authority (TA), to ensure the delivery and maintenance of official DND services.
2. The System Administrator must support application software through assessment, planning, installation, administration, and maintenance. This includes, but is not limited to, the Defence Wide Area Network (DWAN), General Purpose Network (GPNet), Moose Jaw Internet Network (MJINet), Local Area Networks (LANs), and other networks within the 15 Wing area, in accordance with the Enterprise IM/IT Service Agreement.
Scope of Work:
The scope of work includes, but is not limited to, the following activities:
Network Administration and Support
a. Provide network software support (e.g., logins, passwords, print queues)
b. Install, configure, test, and manage network software (non-operating systems)
c. Maintain and secure network backup media (local and remote)
d. Forecast software demand and recommend solutions
e. Respond to service requests via the DND work order system
f. Perform on-site diagnostics for software issues
g. Maintain application inventories, access records, and service documentation
h. Maintain a master database of software licenses
Planning and Coordination
a. Audit, develop, and implement network support procedures
b. Identify software requirements through performance and functional testing
c. Prepare implementation plans for upgrades and reconfigurations
d. Evaluate new software for compatibility and resource efficiency
e. Coordinate with internal and external stakeholders for project support
f. Assist national Life Cycle Material Managers (LCMM) with on-Wing systems
g. Develop and coordinate backup and disaster recovery plans (with SSC and TA)
Security and Compliance
a. Work with the ISSO to monitor and safeguard networks per DND policy
b. Report security incidents to the TA and relevant agencies (e.g., DEFSOC)
c. Conduct audits and scans for unauthorized data or cyber activity
d. Implement security procedures in coordination with SSC and ISSO
e. Maintain clear-in/out documentation and support investigations as required
Technical Support and Advisory
a. Provide technical support for operational software issues
b. Advise the Service Desk on network software application issues
c. Act as a technical subject matter expert (SME) for the TA
d. Conduct research and recommend IT system safeguards when requested by the TA
General Duties
a. Maintain cleanliness and organization of work areas
b. Support additional or emergent operational requirements as requested by the TA
c. Escalate unresolved issues in collaboration with the Team Lead using EITSM or other systems
d. Perform any other duties as outlined in the TBIPS SA for the System Administrator category
