Defence Marine Services (DMS) is a Business Unit within the Royal Navy Force Generation Directorate (FGen) that delivers MOD requirements through contracted Marine Services. Acting as the Intelligent Client Function, DMS oversees and regulates marine services specific to the MOD.

We are seeking an experienced maritime professional to manage a complex Moorings and afloat navigation Markers maintenance and replacement contract (DMS Next Generation Contract 3). The successful candidate will be the Contract Manager for the maintenance of approximately 300 MOD moorings, navigation markers, and targets across the UK, Gibraltar, and Cyprus and the lead for the Moorings Replacement Programme.

Marine Services Officers Grade 1 (MSO1) must hold specific maritime qualifications, detailed under ‘Essential Qualifications’. Evidence of these qualifications will be required at the interview stage.

In line with MOD and Navy Command guidance, the role requires 60% of the working week to be spent in the office at HMNB Portsmouth or on Official Duty Travel. We value diversity and support flexible working arrangements to help team members achieve a balance between home and office working.

This position is advertised at 37 hours per week.

Job Description

As the Moorings and Markers Manager, you will represent the MOD as the Authority for Moorings and Markers, with responsibilities including:

Contract Monitoring and Oversight
Assessing contractor performance against contract requirements.
Providing operational instructions for mooring vessels.
Advising on contractual performance and moorings rationalisation.
Tasking additional services (services outside core contract requirements)
Verifying contractor fuel usage.
Authorising, receipting, and recording payments to the contractor.
Liaising with MOD authorities to address dependencies or resolve issues.
Responsible for the provision of professional specialist advice for:
Overseeing moorings design and upkeep.
Supporting stakeholders in determining requirements for the lifecycle of moorings, including new installations or modifications.
Liaising with third parties such as the contracted Design Authority, QinetiQ, and Salvage and Marine Operations (SALMO).
Owner of the MOD Moorings Manual
Moorings Replacement Programme (MRP) Lead
Responsible for oversight and implementation of the C3 MRP, ensuring contractual compliance and successful project outcomes.
Ensuring certified and approved equipment is procured and utilised.
Managing stakeholder requirements and aligning the MRP with the moorings maintenance programme.
Manage the Moorings Maintenance Programme outputs in accordance with the MOD Mooring Manual
Overseeing moorings assurance and safety-related functions.
Supporting DMS in delivering priority outputs to meet MOD priorities.
Line managing the Moorings and Markers Officer (MSO2).
Managing and overseeing assets on the Moorings and Markers inventory.
