Requirements:

11+ years of experience as a developer
5+ years of proven expertise in Java development
5+ years of proven expertise in Angular front-end development
Good knowledge of Akoma Ntoso (technology-neutral electronic representations in XML format of parliamentary, legislative, and judiciary documents) - essential requirement
Good knowledge of JEE (Java Enterprise Edition)
Good knowledge of Middleware systems such as WebLogic Application Server and Oracle Service Bus
Good knowledge of messaging services and platforms including Java Message Service and Apache Kafka
Experience with XML processing and data modelling
Good analysis and problem-solving skills
Ability to apply high quality standards
Proven ability to write clear and structured technical documents
Very good communication skills with both technical and non-technical audiences
Ability to participate in technical meetings with good communication skills
Capability of integration in an international/multicultural environment
Rapid self-starting capability and experience working in teams
Ability to participate in multilingual meetings
Ability to work in a multi-cultural environment on multiple large projects
Excellent team player
High degree of discretion and integrity required for handling personal and confidential data
Level 6 of the European Qualification Framework (Bachelor's degree or 3 years of higher education)
Languages: English (advanced - B2 level), French (advanced - B2 level) is an advantage

Job Description:

Develop full stack applications using Java for back-end and Angular for front-end
Work with Akoma Ntoso XML format for parliamentary, legislative, and judiciary documents
Design and develop application components and building blocks for both back-end and front-end
Implement and develop key features for legislative document management systems
Analyse the integration of different information systems
Perform data analysis and data modelling
Install, configure, monitor, and troubleshoot application architecture
Work with WebLogic Application Server and Oracle Service Bus for middleware management
Implement messaging services using Java Message Service and Apache Kafka
Develop JEE applications and components
Build front-end applications using Angular framework
Process and manipulate XML-based legislative documents
Participate in technical working groups, progress meetings, and meetings with users
Provide assistance during testing, analysis, technical documentation, deployment, evaluation, and reporting
Write clear and structured technical documentation
Collaborate with project leaders and other developers
Work on multiple large-scale projects simultaneously
Manage and maintain applications containing personal and confidential data with high degree of discretion
Participate in multilingual meetings and communicate across diverse stakeholder groups
