Delegate Investigator - Contract - 18890

About The Opportunity

Our Public Sector client is seeking a qualified Investigator to support the investigation of complaints made under the Access to Information Act. The successful resource will be responsible for conducting independent, procedurally fair investigations and producing well supported findings and recommendations.

This is a specialized role suited to an experienced legal professional with strong investigative judgment and demonstrated expertise interpreting legislation and case law.

Duties include but are not limited to:

Conducting investigations that lead to findings, recommendations, or decisions
Applying and adhering to procedural fairness requirements
Analyzing submissions and evidence
Researching and assessing allegations and/or the circumstances of a file
Interpreting relevant legislation and case law
Conducting investigations into complaints about requesting or obtaining access to records under:
The Access to Information Act
The Privacy Act; or
Equivalent provincial legislation
Making findings or conclusions and making recommendations and/or orders regarding the application of:
The Access to Information Act
The Privacy Act; or
Equivalent provincial legislation
About You

The successful candidate will have the following:

One of the proposed degrees: Bachelor of Laws (LLB), Bachelor of Civil Law (BCL), or Juris Doctor (JD)
Minimum five (5) cumulative years within the last ten (10) years performing legal, administrative, judicial, or quasi-judicial functions
Minimum five (5) cumulative years within the last ten (10) years performing investigative work that includes:
Conducting investigations leading to findings, recommendations, or decisions
Applying procedural fairness requirements
Analyzing evidence and submissions
Researching allegations and file circumstances
Interpreting legislation and case law
Experience conducting investigations into complaints about requesting or obtaining access to records under:
The Access to Information Act
the Privacy Act; or
Equivalent provincial legislation
Experience making findings or conclusions and making recommendations and/or orders regarding the application of:
The Access to Information Act
The Privacy Act; or
Equivalent provincial legislation
Must be fluent in English and French
Must have a valid Reliability Status security clearance

Duration: Initial contract period April 1, 2026 to March 31, 2028, with one optional one year extension
Location: Canada
Work environment: Remote
