Position Title: Cybersecurity Engineer III (RMF & A&A Expert)
Location: San Diego, CA (100% Onsite) Clearance Requirements: Active Secret Clearance Position Status: Full Time Pay Rate: $140k-$150k
Position Description:
Are you a seasoned Cybersecurity professional with a deep mastery of the Risk Management Framework (RMF)? Seneca Resources is seeking a Cybersecurity Engineer III to lead critical Assessment and Authorization (A&A) efforts in support of Naval Information Warfare Center (NIWC) Pacific.
In this high-visibility role, you will be the primary driver of cybersecurity monitoring operations and accreditation lifecycles. You will not just identify vulnerabilities; you will architect remediation strategies and navigate complex eMASS workflows to ensure our mission-critical systems maintain their Authorization to Operate (ATO). This is an opportunity to apply technical rigor to national security initiatives in a collaborative, mission-focused environment.
Key Responsibilities:
A&A Leadership: Lead the development of comprehensive RMF documentation, including System Security Plans (SSP), Security Assessment Plans (SAP), and Security Assessment Reports (SAR).
Security Control Architecture: Test and apply security controls based on system categorization, incorporating privacy/classified overlays and tailoring controls (AI, NOFORN, etc.) to specific mission needs.
Vulnerability Management: Conduct active and passive reconnaissance; author and manage Plans of Action and Milestones (POA&Ms) with verifiable mitigation statements and accurate milestone tracking.
Accreditation Lifecycle Management: Execute eMASS scheduled tasks, including Quarterly IV&V, STIG checks, Annual Security Reviews (ASR), and resubmissions for ATO, ATC, IATC, and IATT.
Circuit & Cloud Integration: Maintain DISA circuit connections (CCSDs) and manage inheritance from accredited systems and cloud service providers.
Incident Response: Maintain cybersecurity monitoring operations and perform high-level triage to assess the scope and impact of potential security incidents.
Required Skills/Education:
Experience: 10+ years of dedicated experience in Cybersecurity, Incident Response, or Information Assurance.
Technical Expertise: In-depth knowledge of NIST 800-53 security controls, eMASS, and the DISA STIG process.
Education: Bachelor’s degree in Cybersecurity, Computer Science, IT, or a related technical field (preferred).
Required Certification (IAT Level III): Must hold at least one of the following active certifications:
CISSP (or Associate) - Highly Preferred
CASP+
CCNP Security
CISA
GCED / GCIH
