About The Role
This is an exciting opportunity to be part of the Procurement and Contract Management Team as a Procurement and Contract Management Officer. In this role, you’ll be primarily working on a variety of procurements and contract management activities. You will have the opportunity to develop your skills in the application of the new Procurement Act and a gain exposure to a range of Council services.
You'll provide professional procurement advice, guidance and expertise across the council.
You will manage the operational delivery of low value tenders across a range of portfolios of council expenditure.
You'll manage the operation of Procurement Category Boards.
You will support the collection of procurement performance data to support efficient decision making for improvements to the service.
You will be at the heart of celebrating what Hounslow has to offer and developing a strong ‘One Hounslow’ brand and identity – a whole council, whole borough approach - which galvanises communities, attracts people to the borough and makes us an influential voice for our residents.
About The Team You’ll Be Working In
With a focus on stakeholder management and the drive to go the extra mile to deliver for the client, the Procurement and Contract Management Team have built a solid reputation.
The team drive end to end procurement processes from pre-market engagement, specification development to implementation. The team also advises on aspects of contract management, and disputes.
About You
You will be a dynamic team player with the motivation to learn on the job. You will ideally have some experience of procurement or contract management either from working in a procurement environment or as a commissioner/ buyer.
You will ideally have an awareness of working in a public sector environment, its context, and the need to work within clear rules and governance procedures.
You will be working in a small team and therefore good inter-personal skills are essential. You will be well supported by your managers and colleagues. We have a strong interest in personal and career development to support your progression within the role.

We have an exciting opportunity to work as part of a dedicated team in a unique environment to prepare for and commission a new, state-of-the-art facility to produce propellants for use in rocket motors and ejection systems. The successful candidate will work through the pre-commissioning phase with the wider team to prepare associated documentation, such as hazard studies, commissioning plans/procedures, operating instructions/procedures, and risk assessments. Time may be spent working with process engineers in the current facility to provide knowledge and understanding of the current process to support this. During the commissioning phase, the candidate will be responsible for certain elements within the process and will share responsibility for delivery of both inert and live (using energetic materials) commissioning with the wider team. This facility is one-of-a-kind, so will present unique challenges and will require individuals to apply who enjoy problem solving and working with a wide array of stakeholders, including regulators, internal stakeholders, HSE, suppliers, design teams, and consultancy. Key Accountabilities & Duties: Carry out all activities in full compliance with H&SE legislation, within company policy and procedure. Responsible for reporting any unsafe acts or unsafe conditions observed (using the Incident Reporting System) in accordance with responsibilities under the Health and Safety at work Act. To design plant / process layouts and include any jigs or tooling necessary: this is to be carried out in conjunction with the engineer working on the product development and the drawing office department. Lead teams to carry out Risk Assessments on manufacturing processes and trials work. Implement safe, lean manufacturing methods and ensure all engineering design changes are managed in accordance with change procedures. Carry out reviews on existing products and processes using tools like Process FMEA and statistical analysis to develop improvement programmes.
