Senior and Junior Specialists in Migration and Forced Displacement
NTU is searching for consultants (short and long-term) for an upcoming EU tender in Sub-Saharan Africa, Technical support (including on ‘evaluations’) to manage the Support Measures (Technical Assistance Component) for the Multiannual Indicative Programme.
Location: Location: Sub-Saharan Africa and Europe (Remote/Field-Based)
Duration: 01/09/2025 – 30/09/2029
Key Responsibilities:
Migration Policy & Governance
Support policy development and institutional reforms to improve migration governance.
Strengthen national and regional migration frameworks in line with international conventions.
Work with stakeholders such as IGAD, AU, UNHCR, IOM, and national governments to facilitate cross-border cooperation.
Forced Displacement & Protection
Develop comprehensive protection and assistance frameworks for asylum seekers, refugees, IDPs, and returnees.
Strengthen national asylum systems and promote durable solutions (local integration, voluntary return, resettlement).
Support programs integrating climate resilience and gender-sensitive approaches in displacement responses.
Combatting Human Trafficking & Migrant Smuggling
Enhance border management and law enforcement cooperation to prevent trafficking and smuggling.
Strengthen regional and international judicial cooperation to dismantle trafficking networks.
Improve protection mechanisms for victims of trafficking and vulnerable migrants, with a focus on women and children.
Humanitarian & Development Nexus
Promote inclusive social protection systems that provide access to healthcare, education, and decent work for displaced populations.
Implement livelihood and resilience-building programs for migrants, refugees, and host communities.
Facilitate multi-stakeholder coordination among governments, CSOs, development banks, and the private sector.
Capacity Building & Stakeholder Engagement
Train government officials, civil society actors, and law enforcement agencies on migration management and protection.
Strengthen the capacity of local and regional migration governance bodies.
Enhance public-private partnerships to improve migration service delivery and sustainable solutions.

Key Requirements
Senior Specialists: Minimum 12-15 years of experience in migration policy, refugee protection, humanitarian response, forced displacement programs, program implementation, migration governance, or refugee assistance.
Junior Specialists: Minimum 5 -7 years of experience in migration policy, refugee protection, humanitarian response, forced displacement programs, program implementation, migration governance, or refugee assistance.
Strong knowledge of AU, EU, UNHCR, IOM, IGAD, and regional migration policies.
Experience working with government agencies, UN organizations, NGOs, and development institutions;
Understanding of migration data collection, border security, international legal frameworks, and human rights mechanisms.
Fluency in English and/or French; knowledge of other languages spoken in Sub-Saharan Africa is a plus.
