Role Overview
We are seeking an experienced IT Project Manager to lead a significant digital transformation initiative involving the development of business-critical applications for a public sector client. The successful candidate will be responsible for managing the full project lifecycle, from initial planning through to successful implementation, while ensuring alignment with strategic objectives and compliance requirements.

Key Responsibilities
Lead and manage the end-to-end delivery of application development projects, utilizing both Agile and Waterfall methodologies as appropriate
Serve as the primary point of contact between technical teams, business stakeholders, and third-party vendors
Conduct business analysis activities including requirements gathering, process mapping, and solution design
Develop and maintain comprehensive project documentation including charters, plans, risk registers, and status reports
Coordinate cross-functional teams including developers, UX/UI designers, QA testers, and infrastructure specialists
Monitor project progress, identify potential risks and issues, and implement mitigation strategies
Ensure all deliverables meet quality standards and comply with public sector regulations (security, accessibility, data protection)
Facilitate stakeholder meetings, workshops, and steering committee presentations
Manage project budgets and resources effectively to ensure successful delivery within constraints

Technical Environment
Modern application development frameworks and platforms
Cloud-based solutions and migration projects
Integration with legacy systems and databases
Compliance with public sector IT standards and security protocols

Required Qualifications
Minimum 6 years of experience in IT project management, with at least 3 years focused on application development projects
Proven track record of managing digital transformation initiatives in complex environments
Strong business analysis skills with ability to bridge technical and business requirements
Experience with both Agile and traditional project management methodologies
Excellent stakeholder management and communication skills
Fluency in Dutch and English (written and verbal)
Ability to work on-site in Brussels 2-3 days per week

Preferred Qualifications
Project management certification (PMP, PRINCE2, AgilePM, or equivalent)
Experience working with public sector organizations
Knowledge of government procurement processes and compliance requirements
Familiarity with user-centered design principles and accessibility standards
