Job Description
Job Title: Financial Analyst, Financial Policy & Development Finance Role Summary: Provide accurate financial analysis, reporting, and support for the Region's development charges program, including collection of fees, variance analysis, policy development support, and maintenance of accounting records. Expactations: - Deliver detailed ad‑hoc and scheduled reports to inform management decisions. - Manage financial data collection, consolidation, and reconciliation of development charge payments. - Participate in policy review, by‑law updates, and background studies for development charges. - Conduct variance analysis and budget reviews against the DC background study. - Respond to compliance inquiries and produce compliance letters. - Continuously evaluate and enhance existing financial processes and system functionalities. Key Responsibilities: - Collect and confirm DCs and fees through local municipalities. - Review development applications/agreements for financial impact and support policy development. - Prepare financial deliverables for DC by‑law updates and background studies. - Perform journal entries, account reconciliations, and data consolidation. - Maintain detailed historical payment data, including interest and deferral agreements. - Provide analytical support to the Supervisory and Finance teams and assist in special projects. - Research external factors affecting the DC program and present findings. Required Skills: - Proficiency in Excel (financial modeling, data cleaning, advanced formulas). - Experience with accounting systems (PeopleSoft) and BI tools (Salesforce, MS Office Suite). - Strong analytical, research, decision‑making, and problem‑solving abilities. - Excellent written, verbal, and presentation skills. - Ability to build productive relationships with internal managers and external municipal partners. - Commitment to diversity, equity, and inclusion practices.
