**Job Title:**
Information Technology Buyer
**Role Summary:**
Execute sourcing strategies and manage contract lifecycle for mid‑ to high‑complexity IT requisitions. Independently assess and prioritize internal requests, drive RFP processes, negotiate supplier contracts, and collaborate with cross‑functional teams to deliver cost savings, diversity spend, and compliance with procurement policies.
**Expectations:**
- Process multiple concurrent requisitions, maintaining quality and timeliness.
- Achieve defined savings and value‑creation targets.
- Meet diversity spend goals for assigned scope.
- Deliver high‑quality award recommendations and maintain accurate spend records.
**Key Responsibilities:**
1. **Sourcing & Procurement** – Review and process complex IT requisitions, draft RFPs, manage board approvals, conduct market intelligence, evaluate supplier responses, and ensure compliance with policies.
2. **Contract Management** – Negotiate, execute, and administer contracts; manage change orders, issue resolution, renewals, and close‑outs; monitor delivery and pricing compliance.
3. **Stakeholder Collaboration** – Lead cross‑functional meetings, validate scope of work, align with project managers, legal, cybersecurity, and risk teams.
4. **Demand Management** – Control and track business unit requirements, consolidate spend, eliminate waste, and support future planning.
5. **Performance Reporting** – Track savings, diversity spend, stakeholder satisfaction, and execution rates; identify and resolve discrepancies.
**Required Skills:**
- IT sourcing and procurement expertise (mid‑ to high‑complexity).
- RFP development, evaluation, and award processes.
- Contract negotiation, administration, and lifecycle management.
- Cost/price analysis and vendor negotiation.
- Stakeholder engagement and cross‑functional coordination.
- Understanding of government procurement regulations and legal statutes.
- Strong analytical, organizational, and communication skills.
**Required Education & Certifications:**
- Bachelor’s degree in Business, Supply Chain, Information Technology, or related field.
- Professional certification such as Certified Professional in Supply Management (CPSM) or Certified Purchasing Manager (CPM) preferred.
