The role requires tactical knowledge of Army equipment, data analysis, budgeting, and program management to validate, prioritize, and approve future warfighter requirements and Operational Needs Statements (ONS). **Expectations:** - Deliver rigorous analysis, reviews, and recommendations on warfighter requirements and ONS. - Develop investment, resourcing, and funding strategies for Army/Joint programs. - Facilitate program documentation through Army ACIDS and support budgeting and authorization processes. - Present actionable findings to senior leadership and maintain up‑to‑date funding and allocation plans. - Collaborate with cross‑functional units (ASA, PM, DCS G‑3/5/7, G‑4, ACOMs, Joint staffs) to ensure alignment of modernization priorities and resource distribution. **Key Responsibilities:** 1. Analyze and recommend validation, prioritization, and approval of future warfighter requirements and ONS. 2. Develop investment and resourcing strategies; plan, program, and budget programs; recommend funding levels. 3. Monitor contracts, programs, and capability developments; update AE2S allocation plans. 4. Prepare program documentation for Army ACIDS, budget justification documents, and strategic communication plans. 5. Present findings and brief leadership; coordinate with ASA (ALT), PM, DCS G‑3/5/7, DCS G‑4, joint staffs, and agencies. 6. Assess impacts of doctrinal, tactical, procedural, training, sustainment, and threat capability changes. 7. Resolve equipment shortfalls, develop fielding recommendations for new systems. 8. Maintain non‑theater distribution plans and support modernization strategy implementation. **Required Skills:** - Advanced analytical and quantitative reasoning (operations research, applied math, statistics, systems/industrial engineering, computer science). - Proficiency in collecting, organizing, and synthesizing information from diverse sources. - Tactical and operational knowledge of Army equipment: Engineering (bridging, construction, mines, munitions, CEV, ECSI), Military Police, EOD, CBRN. - Program management: planning, budgeting, contracting, and monitoring. - Strong written and verbal communication; ability to produce briefing products and deliver presentations to senior leadership. - Familiarity with Army ACIDS, AE2S updates, and joint acquisition processes. - Ability to analyze impacts of resources and modernization priorities on capability gaps. **Required Education & Certifications:** - Bachelor’s degree in operations research, applied mathematics, statistics, systems/industrial engineering, computer science, or related field. - Minimum 8 years of relevant experience in force development, program management, or acquisition. - Active Secret Security Clearance. **Preferred Qualifications:** - Prior U.S. Army service with experience in the required equipment domains. - Experience with Army acquisition and joint program guidance.
