About The Position
Dexis is currently seeking up to two (2) Senior Operations Research Analysts (ORSA) for a contract to support the Deputy Chief of Staff (DCS) of the General Staff -8 (G8) in support of the Director of Material. The purpose of this effort is to provide the DCS G-8, Force Development Directorates with dedicated analytic subject matter expertise and programmatic support in force development processes, analysis, integration, information and tactical data systems, force modernization, and the equipment fielding process needed to support the Army's mission.
The Senior ORSA will support the Warfighting Analysis Division. They will lead appropriate data collection efforts, provide guidance, manage, and maintain appropriate databases, conduct analytical studies, develop and investigate alternative courses of action, and present concrete findings and recommendations. This will include surveying workers involved in all aspects of army force readiness and specialized expertise. The Sr. ORSA will build, evaluate and model modernization, resourcing, equipment distribution, and readiness using optimization of software such as SAS and visual output with Qlik and/or Tableau. The Sr. ORSA will brief senior leaders on recommendations, lead and analyze objectives, capability assessments, analysis of alternatives, costs and benefits, review policy and procedures, and materiel affordability and investment. They will assess the full range of plans and programs to include strategic direction, concepts of doctrine, force development, force modernization, materiel requirements and force readiness.
This position is based in the NCR at a client location. The position is subject to client approval and contract award.
Responsibilities
Conduct and interpret survey data from workers involved in all aspects of a problem and involve others who have specialized knowledge, so that they can help solve the problem.
Determine what is relevant to a problem and what methods might be used to analyze and brief pertinent data to senior leaders (O6-GO/SES).
Use statistical analysis, simulations, predictive modeling, or other methods to analyze information and develop practical solutions to business problems.
Develop study plans, perform analysis for which precedents are minimal, document approach and findings, and brief senior leaders on recommendation.
Conduct data collection and apply innovative analytical techniques.
Analysis will include areas of Army science and technology objectives, Capability Based Assessments (CBA’s) and risk management, Analysis of Alternatives (AoA’s), Army costs and benefits, and shall frame analysis issues, review policy and procedures and review the conduct of materiel affordability and investment analyses.
Generate ideas for studies and approaches in relevant subject areas.
Review, analyze and provide recommendations pertaining to the modeling and simulation analytical tools and efforts.
Assess a full range of plans and programs within the JCIDS process to include strategic direction, concepts and doctrine, force development, force modernization, materiel requirements, and force readiness.
Guide and quality control work of the ORSA.

Qualifications
Bachelor's degree(s) in operations research, applied mathematics, statistics, engineering (Systems or Industrial), computer science, or other relevant field. Minimum of eight (8) years of relevant ORSA experience.
Strong background in data science, business analysis, and/or operational readiness.
Experience briefing and interfacing with the most senior levels of the military such as the HQDA, MACOMS, or Army Service Component Commands.
Demonstrated experience in using the tools of operations research, specifically the application of systems analysis, simulation & optimization, probability and statistics, data and mathematical analysis during a project.
Experience building, evaluating, and modeling modernization, resourcing, equipment distribution, and readiness.
Expertise with R, SAS, Qlik, Tableau, and other applicable software and platforms.
Demonstrate knowledge and experience in identifying and solving real-world problems in areas such as capital investment, decision analysis supporting a business unit, system design and engineering, linear and non-linear programming and trend/predictive analysis.
