Job Description
**Job Title** Structures Engineer – Strategic Road Network **Role Summary** Lead the technical governance of plans to operate, maintain, and improve the Strategic Road Network (SRN). Ensure Welsh Government standards are consistently applied, assess and strengthen structures, audit project delivery, and provide expert guidance to stakeholders across North, Mid, and South Wales. **Expectations** - Deliver high‑quality technical approvals for structural assessments, strengthening, and new structure design. - Apply Welsh Government policies, standards and procedures consistently across the SRN. - Balance public safety, network availability, cost, and carbon in decision‑making. - Maintain clear risk registers, escalating issues that could affect safety or availability. - Use digital tools and modern inspection methods to improve insight, efficiency, and traceability. - Maintain accurate, up‑to‑date asset data and operational information to support valuation and lifetime management. **Key Responsibilities** - Manage and appraise Technical Approval submissions for structural work. - Prepare National Application Annexes to Design Manual for Roads and Bridges standards. - Draft Procedures Advice and Guidance (PAG) documents. - Audit maintenance, improvement, and upgrade projects against Welsh Government standards, budgets, and programmes. - Provide technical advice to Trunk Road Agencies, Local Authorities, consulting engineers, and contractors. - Update and maintain live risk registers. - Ensure consistency of standards across live projects and embed updates in active programmes. - Monitor and recommend assessments, strengthening, renewal, and monitoring of structures. **Required Skills** - Strong civil engineering background, especially road and bridge structures. - Knowledge of Welsh Government standards, Design Manual for Roads and Bridges, and relevant policies. - Expertise in technical approval processes and procedures advice. - Proficiency in digital asset management tools and risk‑based assessment methods. - Ability to analyze complex technical issues and communicate solutions to diverse stakeholders. - Project audit and cost‑benefit analysis capability. - Excellent written and verbal communication skills. **Required Education & Certifications** - Bachelor’s (or Master’s) degree in Civil Engineering or related discipline. - Chartered Engineer status (e.g., CEng, ICE) or equivalent professional registration preferred. - Familiarity with Welsh Government civil engineering regulatory frameworks.
