**Job title**
Systems Application Manager – Social Information Systems (Gender Neutral)
**Role Summary**
Lead the development, evolution, and maintenance of the Department’s social information system portfolio, encompassing applications for child welfare, autonomy, disability, and health. Manage project delivery, ensure operational readiness, and drive continuous improvement and modernization of the social services IT environment.
**Expectations**
Deliver projects on time, within budget, and to quality standards. Provide strategic direction for the application portfolio, ensuring alignment with departmental objectives. Foster collaboration with vendors, internal stakeholders, and cross‑functional teams. Champion best‑practice IT governance and security while promoting digital literacy across the workforce.
**Key Responsibilities**
- Own a portfolio of applications (user support, administrative automation, and new projects such as Worldline Genesis, Parcours Solidarité, KSL Suite).
- Plan, budget, and monitor development initiatives; track cost, quality, and schedule using tools such as Gantt and Kanban.
- Maintain operational readiness of all applications, including troubleshooting, patching, and performance tuning.
- Translate business requirements into detailed specifications; oversee design, development, and acceptance testing.
- Supervise external vendors (publishers, integrators) to ensure compliance with contractual standards.
- Collaborate with management to define and refine the application roadmap.
- Implement security, resilience, and preservation measures across the information system.
- Conduct technology scouting to recommend innovative solutions that enhance service delivery.
- Organize internal training (masterclasses, Smart Corner sessions) to elevate digital skills among departmental staff.
**Required Skills**
- Project lifecycle management for digital initiatives.
- Advanced SQL and PL/SQL procedure customization.
- Windows and Linux server environments; application servers (Apache Tomcat).
- Systems architecture, data modeling, and process analysis.
- Project planning tools (Gantt, Kanban).
- Strong communication, analytical synthesis, and proactive problem solving.
- Leadership and team‑collaboration capacity.
- Ability to manage high‑pressure situations, adapt quickly, and anticipate needs.
**Required Education & Certifications**
- Bachelor’s or Master’s degree equivalent to an engineering diploma in IT, information systems, or digital technologies.
