**Role summary**
The Career Reference is the primary career advisor for a portfolio of roughly 5,000 personnel (paramedical and non‑paramedical). The role combines workforce planning, procedural administration, and team leadership to support career development, salary advancements, and statutory changes within a multi‑site public hospital setting.
**Expectations**
- Provide accurate, timely career guidance and expertise to staff and management.
- Ensure compliance with public service statutes and internal HR policies.
- Manage large‑scale processes (staging, appointments, promotions, transfer, reclassification).
- Lead a small team, coordinate projects, and maintain up‑to‑date procedures.
**Key responsibilities**
1. **Career Process Management** – oversee staging, appointment, and promotion procedures; manage documentation and coding in the HR information system (SIRH MRH).
2. **Advancement & Reclassification** – process monthly grade escalations, annual grade promotions, and national reclassifications (e.g., Ségur protocol).
3. **Statutory Status Oversight** – monitor and update positions on status aspects such as availability, parental leave, detachments, and part‑time status.
4. **Evaluation & Performance Support** – launch and monitor annual performance campaign; provide technical assistance to evaluators.
5. **Advisory & Complex Case Management** – support HR managers on complex dossiers, reclassification after incapacity, PPR, and CDI procedures.
6. **Team Leadership** – supervise a team of 9; provide training, manage workload, and coordinate with other HR sub‑departments (recruitment, payroll, legal).
7. **Legal & Procedural Compliance** – keep abreast of public servant law, update procedures, and maintain compliance documents.
8. **Stakeholder Coordination** – liaise with directors, departmental heads, and external partners to facilitate smooth career transitions.
**Required skills**
- Strong analytical and organizational skills with meticulous attention to detail.
- Proficient in public sector employment law and hospital HR processes.
- Advanced competence in HRIS (SIRH MRH) and standard office software.
- Proven project management and team leadership experience (population around 5,000).
- Excellent communication, negotiation, and stakeholder management capabilities.
- Discretion, responsiveness, and ability to handle complex, confidential situations.
**Required education & certifications**
- Bachelor’s degree or graduate qualification in Human Resources, Public Administration, Law, or a related discipline.
- Certification or coursework in public service employment law highly preferred.
