Planned Contracts Unit

As a member of Capital Planning and Implementation - Planned Contracts Unit (PCU), the supervisor is responsible for supervising and providing technical expertise to municipal construction inspection staff involved in delivering Toronto Water (TW) capital programs, including but not limited to permanent restoration to utility cuts. Toronto Water PCU performs permanent restoration of roads, curbs, sidewalks and soft surfaces impacted by the cuts associated with city infrastructure. This role will require close collaboration with TW Operations staff, other City departments and agencies.

Major Responsibilities

Implements detailed plans and recommends policies/procedures regarding program specific requirements.
Supervises, motivates and trains assigned staff, ensuring effective teamwork, high standards of work quality and organizational performance, continuous learning and encourages innovation in others.
Supervises the day-to-day operation of all assigned staff including the scheduling, assigning and reviewing of work. Authorizes and co-ordinates vacation and overtime requests. Monitors and evaluates staff performance, approves salary increments, hears grievances and recommends disciplinary action when necessary.
Provide input into and administers, monitor assigned capital and operating budget and ensures expenditures are controlled and maintained within approved budget limitations.
Supervises and Coordinates work with stakeholders (other sections within the Division, government agencies, utilities etc.) to plan, design, tender, construct, inspect, and administer construction projects.
Prepares detailed construction budget estimates, monitors and controls expenses against approved budget throughout the construction period.
Assists in the preparation of tender documents and secures necessary approvals for various government agencies.
Evaluates construction tender documents and proposals and makes recommendations to the appropriate standing Committee of Council for approval.
Facilitates and organizes project related meetings, to ensure effective teamwork and communication, high standards of work quality, organizational performance and continuous learning.
Inspects, monitors and supervises work in progress by contractors and departmental staff and ensures that all work is executed in accordance with relevant legislation (i.e. health and safety), and approved project drawings and specifications.
Attends various construction sites to resolve issues relating to construction activities. Prepares detailed and timely reports, records, schedules, monthly status reports, initiates correction of deficiencies and warranty items as required.
Communicates and liaises with the public, other departments, Councillors, internal and external stakeholders to provide customer service and effectively conveys technical project information. Prepares correspondence and responds to enquiries and complaints with practical resolutions to any conflicts, claims and concerns that may arise as result of construction projects.
Ensures that the project expenditures are controlled and maintained within approved budget limitations.
Provides quantities and assists in the preparation of all project progress/final payments. Reviews and approves alternate designs or construction proposals by contractors/consultants. Represents the City and department at site meetings and on various technical committees including staff and stakeholders.
Attends project related community consultation meetings as required. Attends various committees, public meetings and pre-construction meetings with contractors and other stakeholders on behalf of the Division.
Undertakes special projects as assigned.

Key Qualifications

Your application must describe your qualifications as they relate to:

Post-secondary education in Civil Engineering or Civil Engineering Technology or a related discipline or an equivalent combination of education and experience.
Extensive experience in municipal engineering, contract administration, and construction inspection.
Considerable experience in the core functions of water distribution system and/or wastewater collection system within an operational environment.
Considerable knowledge of and experience applying Legislation related to the position including the Occupational Health and Safety Act.
Considerable experience applying interpersonal and teamwork skills with the ability to collaborate and work effectively with staff, contractors, colleagues, elected officials, consultants, developers, and other internal and external cli
