Human Resources Business Partner
Location: Southampton (hybrid – 1 day per week required on-site)
Positions Available: 1 full-time role and 1 part-time role (18.5 hours per week)
Pay: £24.46 per hour (PAYE) / £31.14 per hour (Umbrella)
Seven Resourcing is looking for two Human Resources Business Partners to join a local authority’s People & Organisational Culture team. These senior-level roles offer the opportunity to shape people strategy, influence organisational change, and support leaders across a large, diverse workforce.
About the Role
As an HR Business Partner, you will work closely with directors, service leaders, and managers to align HR activity with organisational goals. You will act as a trusted advisor, providing expert guidance on complex HR issues and helping to deliver people-focused solutions that support performance, engagement, and continuous improvement.
You will play a key role in employee relations, workforce planning, organisational change, and driving best practice across the council. This is a highly collaborative role requiring strong stakeholder management, analytical ability, and the confidence to influence senior decision-makers.
Key Responsibilities
Develop and deliver people strategies that support service and organisational objectives.
Provide expert advice on employee relations, performance, conduct, and engagement.
Lead and support organisational change programmes and workforce redesign activity.
Use HR data and analytics to identify trends and inform decision-making.
Ensure compliance with employment legislation and internal HR policies.
Coach and mentor managers to improve leadership capability and people management.
Build strong working relationships with leaders, employees, trade unions, and partners.
Maintain high standards of documentation, reporting, and case management.
Contribute to continuous improvement, risk management, and organisational development.
What You'll Need
Level 6 qualification or equivalent experience.
CIPD Chartered status or significant HR partnering experience.
Strong understanding of employment law, HR best practice, and public sector policies.
Experience managing complex ER cases in a unionised environment.
Proven ability to lead and support change initiatives.
Strong communication, influencing, and analytical skills.
Ability to manage competing priorities and work independently.
Experience working with a wide range of stakeholders and building credible relationships.
