SUMMARY

The NATO Office of Resources (NOR) provides independent and integrated expert advice to the Secretary General, NATO Resource Committees, Allies, and other stakeholders on the planning, allocation and utilisation of military common funding made available to achieve NATO’s goals and objectives. The NOR advice is based on sound judgement underpinned by facts, figures expertise and knowledge. It follows NATO policies, procedures and standards, and is independent of external stakeholder’s viewpoints. It supports efficient and effective use of public funds by assessing the policy compliance, eligibility, affordability, technical viability, and lifecycle implications of military requirements and proposed solutions. Furthermore, the NOR facilitates resource-informed political decision-making.

The Section oversees and manages the full lifecycle of the Common Funded Resource Information systems required to fulfill the NOR mission. This includes the implementation and maintenance of the NOR systems as well as the integration of the digital services and models offered in the context of the digital transformation of the Organisation. The Section provides functional and technical support to their user community, leads the design and development of the Common Funded Resource Information System(s) through the project management, functional, data analysis and change management processes, delivers learning opportunities and ensures quality, security and accessibility of data to the Common Funded stakeholders.

The incumbent will be responsible for the technical and operational maintenance of the NOR Common Funded Resource Information Systems with primary focus on data management and governance including reporting solutions and business intelligence. The incumbent will implement and monitor data governance, ensuring data quality, integrity, security in compliance with NATO data policies and frameworks. The Data and Technical Support Analyst will establish a data cleansing process to preserve accurate datasets, maintain data classification and define ownership and access controls. The incumbent will design, develop and maintain dashboards, reports and data visualisations and collaborate with key users to understand and gather reporting requirements. The Data and Technical Support Analyst will provide technical support for the systems under area of responsibility, troubleshooting errors, resolving incidents and service requests in line with SLAs. The incumbent will liaise with vendors and operational partners for issues resolution, deployment of patches, enhancements and upgrades The Data and Technical Support Analyst will contribute to the design and maintenance of a secure and scalable ICT architecture aligned with the Enterprise standards.

QUALIFICATIONS AND EXPERIENCE

Essential

The incumbent must:

possess a university degree from an institution of recognized standing in Information Systems, Computer Science, Data Science, or other field(s) of study relevant for this position;
have at least 3 years of post-related experience;
have experience in implementation and support of business applications (such as Enterprise Resource Planning (ERP) or Project Portfolio Management (P3M)) and integration platforms;
have proven experience of data analytics, reporting, data visualisation tools (e.g., Power BI, Tableau) and ETL processes;
have a solid understanding of ICT architecture principles and query languages (such as SQL);
have experience with customer facing functions and more specifically with application user support;
be able to collaborate with cross-functional teams;
have the ability to present complex information technology issues to non-technical audiences;
have strong communication skills;
possess the following minimum levels of NATO’s official languages (English/French): V (“Advanced”) in one; I (“Beginner”) in the other.

DESIRABLE:

The following will be considered as an advantage:

possess professional certifications in Project and/or Service Management (e.g. Prince2 and ITIL);
possess an IT Enterprise Architecture Framework professional certification;
knowledge of data security and governance standards (e.g., ISO, COBIT);
knowledge and practical experience in testing, release management, configuration management and other IT operational disciplines;
familiarity with cloud platforms (Azure, AWS, Google Cloud)
experience working in an international or multicultural organisation of comparable size.
