Job Summary
The HM Courts and Tribunal Service (HMCTS) is an executive agency of the Ministry of Justice operating on the basis of a partnership between the Lord Chancellor, the Lady Chief Justice and the Senior President of Tribunals.
HMCTS operates in a unique constitutional environment; with all staff having a joint responsibility to the Lord Chancellor and the Lady Chief Justice and Senior President of Tribunals for the effective, efficient and speedy operation of the courts and tribunals. A transparent and constructive relationship between the Chief Executive Officer and all three principals is essential to preserve and protect the independence of the judiciary.
HMCTS employs around 16,000 staff operating out of over 350 locations covering 26 different legal jurisdictions. The organisation exhibits significant operational complexity in delivering important services across a range of areas in any of which error can have serious consequences. Managerially, the organisation spans both regional, functional and national services, requiring careful co-ordination.

Job Description
The Chief Executive Officer (CEO) is responsible for the delivery of day-to-day operations, administration of the agency's objectives and for the leadership of its staff. As CEO you will support and advise the Lord Chancellor, Lady Chief Justice and the Senior President of Tribunals in delivery of key priorities for the justice system, in a manner consistent with the independence of the Judiciary and the HMCTS Framework document.
You will be responsible for leading, with the judiciary, the implementation of criminal court reform following Sir Brian Leveson’s independent review and working with Executive Committee colleagues across MoJ on ambitious transformation, ensuring HMCTS and MoJ are modern, digital organisations fit for the future.
You will be accountable to the Board of the HMCTS, the Lady Chief Justice, the Senior President of Tribunals and the Lord Chancellor for the performance of HMCTS. You will need to ensure transparency in process and decision making, and identify when and how any differences in aims or priorities between principals need to be addressed to provide a clear direction for HMCTS.

Person specification
To help you succeed in this role, you will be able to demonstrate the following essential criteria:
Excellent senior leadership skills, as a Chief Executive or in a similar senior leadership post, with the ability to inspire staff, build engagement and capability to deliver results. You should have experience of leadership at scale in a nationally dispersed operational service delivery environment where you had a significant degree of autonomy and accountability;
Strong inter-personal skills and a proven ability to work effectively across organisational boundaries and complicated stakeholder and political landscapes;
The communication and influencing skills needed to build strong and effective partnerships with senior external stakeholders including Ministers or their equivalents in organisations of significant scale and complexity, combined with an understanding of the Westminster and Government context;
Experience of leading and delivering significant change within a complex public sector environment, introducing innovative business models, systems and approaches, and delivering greater commerciality and sustainability, including digital innovation to transform delivery;
Experience of financial accountability, managing significant budgets, and collaborating with professional functions as part o
