WE ARE
The European External Action Service (EEAS) supports the High Representative in the exercise of her mandate to conduct and implement an effective and coherent Union’s Common Foreign and Security Policy (CFSP), to represent the EU and to chair the Foreign Affairs Council.
It also supports the High Representative in her capacity as Vice-President of the Commission with regard to her responsibilities within the Commission in the external relations field, including the coordination of other aspects of the EU's external action. The EEAS works in close cooperation with the EU Member States, the General Secretariat of the Council, the services of the Commission and the Secretariat General of the European Parliament.
Within the Directorate for Budget and Human Resources, the Career, Learning and
Development, EU Diplomatic Academy Division (RM.BHR.4) Oversees
the development and implementation of the statutory career development policies (i.e. appraisal, promotion/reclassification, probation, certification).
modern and effective learning and development opportunities for staff;
the implementation of various diplomatic training programmes for EEAS and EU staff as well as Member States such as the European Diplomatic Training Programme (EDP) and the European Union Diplomatic Academy (EUDA);
the annual training budgets for Delegations and Headquarters;
the organisation of pre-posting and seminars for Delegation staff, and the annual Ambassadors’ Conference;
the traineeship and short-term staff exchange programmes at EEAS Headquarters and in Delegations;
the EEAS internal coaching service.
In the Division RM.BRH.4, the Diplomatic Training, EU Diplomatic Academy and Partnerships Sector is responsible for the planning, design, implementation, monitoring and evaluation of EU diplomatic training. This includes the management of our diplomatic training programmes, including those in partnerships and relations with EU Member States’ Ministries of Foreign Affairs and other training partners. The Sector is also responsible for other thematic and skills-based training, including artificial intelligence awareness and literacy.

The position of Desk officer contract agent FGIV as per article 3b of the Conditions of Employment of Other Servants of the European Union (hereafter, the “CEOS”)[1].

LEGAL BASIS
The vacancy is to be filled in accordance with the conditions stipulated under the CEOS, in particular Article 82 thereof.
In case of recruitment, the successful candidate will be offered a contract agent position (Function group IV), on the basis of a contract with an initial duration of one year that may be successively renewed up to a maximum duration of six years[2], subject to the maximum duration of engagement by the EEAS allowed under successive limited duration contracts of different types[3].
WE LOOK FOR
The European External Action Service (EEAS) is seeking a dynamic, proactive and highly motivated colleague with strong analytical, planning, organisation and networking skills to occupy the post of Contract Agent FGIV.
The candidate should have an excellent understanding of EU policy-making and decision-making processes, and inter-institutional relations, and have a very good understanding on EU administration as well as project management and have relevant experience in these areas. The candidate will be working in a friendly and dynamic environment and contribute, in particular, to the implementation of our diplomatic training programmes. They will have to work in an international and multicultural environment in close synergy with Member States and EU institution.
They Will Carry Out The Following Main Tasks
Contribute to the drafting and implementation of diplomatic and thematic learning and development policies and programmes for EEAS staff across Headquarters and Delegations, as well as for other participating partners from Member States and EU institutions.
Act as training manager for diplomatic training initiatives and programmes, such as EUDA, EDP, diplomatic kills and thematic training, including their planning, design, implementation, monitoring and evaluation.
Act as a training contact point within the EEAS and with EU Member States, the European Commission, the Council of the EU, the European Parliament and external implementing partner(s).
Prepare and participate in steering committee meetings and other relevant meetings, and draft briefings, minutes and reports.
Proactively propose improvements, new learning initiatives, and follow up on evaluation findings.
Prepare and follow up on relevant administrative and financial procedures to ensure the effective implem
